Duties

Help
  • You will provide technical leadership to ensure quality and consistency for products and services produced by the Environmental Business Line and provide overall technical direction for the Natural Resources program within Navy Region Northwest.
  • You will interpret laws, regulations, and policies to effect good business decisions and successful project execution.
  • You will provide briefings, point papers, and other information to Regional Commanders, Commanding Officers, Public Works Officers, agencies and Tribal leaders.
  • You will oversee and assist with installations’ compliance with Federal, State, and local laws and regulations on issues related to assigned areas of expertise.
  • You will review and develop plans for the annual programming of innovative natural resources projects.
  • You will scope, budget, assist contracting, implement, and manage cost and schedule for natural resources projects relating to threatened and endangered species.
  • You will act as a project leader for execution of difficult, highly complex projects, or controversial projects.
  • Prepares or reviews for technical accuracy and consistency Natural Resource documents such as biological assessments for Endangered Species Act consultations, Marine Mammal Protection Act permit applications, Essential Fish Habitat Assessments, etc.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • May be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety. shoes continuously for the duration of the work shift.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

1) Technical leadership and regulatory support in natural resources management for complex and controversial issues.

2) Ability to analyze, prepare, and/or provide senior level review, assessment and oversight of specialized products to ensure technical accuracy, regional consistency, and conformance with DOD and Navy policy. These products include natural resources documents, such as: threatened or endangered species and/or marine species survey plans and reports, biological assessments for Endangered Species Act (ESA) consultations, Marine Mammal Protection Act applications, Essential Fish Habitat Assessments for Magnuson-Stevens Act consultations, Integrated Natural Resource Management Plans, and pertinent Environmental Assessment and Environmental Impact Statement reviews.

3) Ability to apply expert knowledge of laws, regulations, and standards applicable to the specialty, in particular act as the project leader for execution of difficult and highly complex or controversial projects or program initiatives with far-reaching scope and effect.

4) Prepare and conduct briefings and coordination for supported commands, elected officials, the public, regulatory agencies, the chain-of-command, and others as needed.

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

  • A 4 year course of study in an accredited college or university leading to bachelor's degree in one of the following: Biological Sciences, Agriculture, Natural Resource Management, Chemistry, or related disciplines appropriate to the position.
OR
  • You have a combination of education and experience in one of the above majors that includes at least 24 semester hours in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position plus appropriate experience or additional education. The quality of the combination of education and experience demonstrates that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four year course of study with a major as described above.

Physical Demands: Work requires regular and recurring field investigations and site visits in which there is a considerable amount of walking, stooping, bending, and climbing.\

Work Environment: Work is performed both in an office setting and outdoors. Though most work will be done indoors, the incumbent will also perform field work in a variety of natural settings such as forested areas, waterfront areas, desert environments, wetlands, and other undeveloped areas. Occasionally, field work will involve hiking into remote areas or working from a small craft. The work involves moderate risks or discomforts that could involve working outdoors in adverse weather conditions or that may require special safety precautions while in the presence of construction or industrial operations and operating equipment. Employees may be required to use protective clothing or gear, such as "hard-hats", coats, boots, goggles, gloves, and shields.
