Summary

Serve as a Financial Management Specialist within the Office of the Chief Financial Officer, ensuring services reflect the highest levels of customer service and financial integrity. Provide expert financial data analysis, validation, reconciliation, processing, and reporting using Systems, Applications, and Product (SAP), Concur Government Edition (travel), and other business systems. Effectively communicate with management, peers, resource analysts, and internal/external stakeholders.

  • Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Captures and analyzes financial data relating to the organization's operations and performs special assignments or projects to address and resolve underlying issues.
  • Provides financial systems, cost, travel and/or labor processing support to ensure compliance with Federal Regulations, policies, and procedures while maintaining good customer service for stakeholders.
  • Documents and monitors business processes and system data flows with a focus on internal controls to identify problem areas and determine actions required to improve operating effectiveness.
  • Analyzes, prepares, and submits responses for ad hoc requests such as NASA financial audit samples or other requested financial information for stakeholders.
  • Develops and proposes new strategies, procedures, processes, and system enhancements, which will furnish timely data for management decision making.
  • Assists leadership with financial project management and change management initiatives including implementation of new processes and system enhancements.
  • Maintains electronic financial records and reporting solutions using Microsoft Office Suite, Microsoft Power Platform, SharePoint and/or similar platforms.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

GS-09: To qualify at the GS-09 level, you must have:
a) One year of directly related specialized experience equivalent to the GS-07 level:

  • Assisting with financial management or operational accounting processes in a team environment (e.g., financial systems support, labor processing, travel operations and/or procurement support);
  • Assisting with the review of internal processes and procedures to identify improvements that promote efficiencies; and
  • Utilizing software solutions such as Microsoft Office Suite, Microsoft Power Platform, SharePoint and/or similar platforms to share information and generate reports.
OR
b) Completed all requirements for a master's or equivalent graduate degree in an appropriate field
OR
c) Completed 2 full academic years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in an appropriate field
OR
d) LL. B or J.D, if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above

GS-11: To qualify at the GS-11 level, you must have:
a) One year of directly related specialized experience equivalent to the GS-09 level:
  • Performing financial management tasks (e.g., systems operations, travel operations, labor accounting and/or financial project management functions) while working with stakeholders to ensure adherence to laws, regulations, policies, and procedures;
  • Reviewing internal processes and procedures to identify improvements that promote efficiencies; and
  • Entering and/or analyzing financial information in software solutions such as Microsoft Office Suite, Microsoft Power Platform, SharePoint and/or similar platforms.
OR
b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field
OR
c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field
OR
d) LL.M., if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above

GS-12: To qualify at the GS-12 level, you must have one year of directly related specialized experience equivalent to the GS-11 level:
  • Performing accounting, financial management, or travel related tasks within integrated financial management, labor systems and/or travel systems to provide customer service to stakeholders while ensuring adherence to applicable financial management laws, regulations, and policies;
  • Leading project, process and/or change management initiative(s) with positive results; and
  • Designing and/or implementing financial reporting in software solutions such as Microsoft Office Suite, Microsoft Power Platform, SharePoint and/or similar platforms.
