Summary

The Digital Video Production Manager (Mandarin) is responsible for the coordination, development, and implementation of digital and video productions, as well as managing a staff of reporters, editors, producers, and contract staff.

Duties include but are not limited to the following:
Directs and supervises work of reporters and video journalists on coverage of news and events in documentary-style to provide on-the-scene coverage for Mandarin-speaking audiences.
Oversees the development, design, production, presentation, evaluation, analysis, technical adequacy, accuracy and practicability of all work produced.
Develops and produces digital shows on a variety of issues that include current events, economy, immigration, education, health, science, technology innovation and education.
Serves as lead content creator and coordinator for a team that produces both long- and short-term digital content for the China Branch across a range of formats and media, including segments, features, long-format programming, and fast-paced news videos.
Plans and creates digital news and shows that focus on breaking news both in China and around the world, including graphics presentation, videos, photos, infographics, interactives, character driven content, and other storytelling techniques for digital media, including mobile platforms.
Provides guidance to reporters and video journalists on how to cover events in documentary-style to provide on-the-scene coverage for audiences.
Oversees both visual and written elements to ensure adherence to high journalistic standards, leads and coordinates multiple complex projects simultaneously, sets deadlines for visual storytelling deliverables, and sets timetables.
Works with the service chief and the leadership team by providing advice and vision for the service's digital strategy and digital content. Defines coverage priorities, content and format for the digital team members.
Makes decisions on work problems presented by subordinates and gives advice, counsel, or instruction to employees on both work and administrative matters. Prepares performance elements and standards and oversees the adequacy of contractor capabilities and contractor-completed work products.
This is a public trust position. If selected, this position requires the completion of the SF-86.
Suitability Determination: If selected, you will be subject to a background investigation to establish your suitability for federal employment. The background investigation may include, among other aspects, a review of your credit and legal history.
This position is not covered by a Union Agreement.
This position has been designated supervisory requiring that the selectee serve, on an initial appointment as a supervisor or manager, a one-year probationary period.
The full performance grade level for this position is GS-13.
This position may require working nights, weekends, and holidays.

Qualifications
Screen-out Factor: Applicants must have fluency in the Mandarin Chinese and English languages that enables them to speak, read, write, report, and translate in both languages. This screen-out factor Must be listed in your resume to receive consideration for this position.
For the GS-13 position: Applicants must have a minimum of one (1) year of specialized experience at a level of difficulty and responsibility comparable to the GS-12 levelor pay band in the federal, public, or private sectors. Specialized experience includes ALL of the following:
Expert level in developing and producing digital shows on U.S., China global, social, political and economic issues and events, and looks for unique angles and original reporting for digital shows on digital platforms;
Experience serving as lead content creator and coordinator of a team that produces both long- and short-form digital content across a range of formats and media, including segments, features, long-format programming, and fast-paced news videos;
Expert experience in managing and creating digital news shows that focus on breaking news both in China and around the world, including graphics, videos, photos, infographics, interactives, character driven content, and other storytelling techniques for digital media, including mobile platforms;
Leads and coordinates multimedia field coverage for digital platforms on critical China-related issues and expertise in Chinese politics and United States objectives and policy toward China, neighboring countries, the region, and the world;
Provides guidance for reporters and video journalists on how to cover events in documentary-style to provide on-the-scene coverage for audiences. Oversees both visual and written elements to ensure adherence to high journalistic standards. Leads in setting and implementing standards for visual-driven content in the China Branch, and coordinates digital and documentary story-telling across the China Branch.
