This position will report to Chief of the Business Support Division, Court Services Office (CSO). The CSO seeks a self-motivated professional Administrative Officer to serve as the office's focal point for internal human capital and training activities. The incumbent will coordinate with the Office of AO Human Resources (AOHR) and generate requests for personnel and administrative actions involving recruitment, transfer, temporary assignments, promotions, awards, and various other personnel actions. The incumbent will also serve as the office's training officer and will be responsible for identifying training needs, organizing, developing, and delivering training modules including new employee training, cross-training to support career progression, and training in support of change management. The incumbent will monitor and manage internal organizational processes for other areas such as time and attendance, records management, standard operating procedures, and provide advisory guidance to managers.

The duties of this position include, but are not limited to:

  1. Managing the Human Capital Program for CSO which includes serving as the human resources/personnel specialist for the office, handling sensitive personnel actions, drafting position descriptions, processing documents, and consulting with constituents in the areas of recruitment and staffing.
  2. Evaluating existing programs, policies, procedures, and practices; and making recommendations based on findings that lead to human resource engagement and utilization strategies, process changes, and operational improvements.
  3. Coordinating with AOHR and serving as lead liaison for CSO's TDY (temporary duty assignment) & Knowledge Exchange programs; approving all office TDY opportunity and Knowledge Exchange postings; and overseeing all office activity through the web application portal including posting TDY opportunities, routing applications, and noting selections
  4. Issuing travel authorizations, approving, and processing travel vouchers, and drafting MOUs outlining the agreement of the duties to be performed.
  5. Overseeing the CSO Training Needs Assessment Program and identify cost-effective training and development opportunities for CSO staff that would increase individual and organizational productivity and enrichment; and researching courses that fit staff needs and facilitate registration process.
  6. Identifying training needs, organizing, developing, and delivering training modules including new employee training, cross-training to support career progression, and training in support of change management.
  7. Overseeing the design, development, delivery, and assessment of training programs on customer service, content knowledge, professional development, and workplace effectiveness skills.
  8. Auditing existing training content on an ongoing basis to ensure training offerings are current and effective, meet business needs, and are adaptable to alternate learning formats (e.g., one-on-one, small group, online, and/or occasional onsite settings); and assisting with planning and executing an annual training and development Symposium event.
  9. Serving as an office purchase card holder for office training requirements; serving as backup to Procurement Analyst for other purchasing needs; and adhering to the appropriate record keeping practices for accounting purposes for all obligations, requisitions, reconciliations, purchases, and payments.
  10. Reviewing and processing monthly invoices and entering Purchase Card Document (PCDs) into the Judiciary Integrated Financial Management System (JIFMS).
  11. Creating an annual training spending plan that sets forth direct and indirect costs and resources for training; and collaborating with the CSO Budget Analyst to ensure budget expenditures for all TDY and Knowledge Exchange activities are captured in JIFMS using the appropriate fund citation.

  7. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below:

  • Experience in human capital management that consists of administrative and strategic applications (i.e., onboarding, recruitment, reporting and analytics, and time and attendance);
  • Knowledge of human resources concepts, practices, laws, regulations, policies, and principles;
  • Experience identifying training needs, organizing, developing, and delivering training modules; and
  • Utilizing technical software and Microsoft Office Suites (i.e., Word, Excel, PowerPoint, and SharePoint).
