This position may be filled at either GG-13 or GG-14 grade level, please indicate the grade for which you want to be considered. Incumbent may be advanced non-competitively to the established target grade upon meeting developmental benchmarks, performance requirements, and other requirements, as applicable established for the career program or specifically for the incumbent.


As an INTELLIGENCE OPERATIONS SPECIALIST you will be responsible for the following duties:

  • Serves as a nuclear/radiological/missile/space subject-matter expert and technical authority with a focus on current/near-term events, plans, developments, and trends pertaining to the proliferation of nuclear/radiological/space WMD technology, programs and events.
  • Assists the Department with planning, directing, and executing nuclear/space related intelligence activities.
  • Initiates projects and plans, organizes, directs, and/or conducts analysis of broadly defined and interrelated areas of intelligence and technical issues pertaining to nuclear, space, radiological, missile and other WMD threats to the United States and its allies and partners.
  • Evaluates the overall effectiveness and adequacy of intelligence operations, recognizes and responds to collection/production related issues, developments, and trends that impact Agency missions, and ensures fulfillment of all requirements submitted by Agency personnel and external elements.
  • Plans, organizes and conducts applied research on specific intelligence issues pertaining to nuclear/radiological/missile/space WMD threats to the United States and its allies and partners; provides written input to reports and briefs prepared for dissemination to Agency leadership and other Agency personnel, Combatant Commands, the IC, and other external customers as required.
  • Conducts advanced analytical research on foreign nuclear weapons capabilities and programs to fulfill requirements and coordinates pertinent information closely with Agency Directorates and others in the IC.
  • Speaks on behalf of the Agency at DoD and IC meetings and working groups.
  • Generates recurring reports for use by Agency leadership, staff, and Intelligence mid and junior analysts.
  • Prepares briefings and written products and disseminates current information through various written and automated means.
  • Advises colleagues on special studies, alternatives, and recommendations.
  • Maintains extensive liaison with OSD, the Combatant Commands, the IC, and other U.S. Government organizations to further the goals of intelligence requirements to support the Agency.
  • Analyzes, evaluates, and disseminates information on political, social, economic, cultural, physical, geographic, scientific, or military conditions, trends, and forces in foreign and domestic areas that directly or indirectly affect national security and the proliferation of nuclear/radiological/space materials of concern and nuclear/radiological weapons.
  • Supports the conduct of basic and advanced research and analysis of specific intelligence issues.
  • Assists in overseeing interdisciplinary and analytical efforts where proposals involve substantial resources, require extensive changes in establishment procedures, or may be in conflict with the desires of activities analyzed.
  • Provides written reports for dissemination to the Agency senior leadership and staff.
  • Recommends approaches needed to fulfill Agency intelligence requirements.
  • Advises management and colleagues on difficult problems, conducts significant studies of a highly specialized nature, and proposes options and alternatives.

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, and will typically be demonstrated by working at, or immediately below the level of the job being advertised, for a year or more. The previous work experience must clearly demonstrate the application of the particular competencies/knowledge, skills, abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility.

Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes:

  • Experience with nuclear weapons threats and emerging technologies, to include nuclear weapons, space, and related delivery systems.
  • Experience with the Intelligence Community, including intelligence requirements, collection, analysis, production, and dissemination.
  • Experience communicating effectively both orally and in writing.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility.

Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes:
  • Experience assisting with current nuclear weapons threats and emerging technologies, to include nuclear weapons, space and related delivery systems.
  • Experience assisting with the Intelligence Community, including intelligence requirements, collection, analysis, production, and dissemination.
  • Experience assisting with communicating effectively both orally and in writing.

Education

Substitution of education may not be used in lieu of specialized experience for GG-14 & GG-13 grade level.

GG-14: This position prefers a minimum of a Master of Science degree or Doctoral degree in Nuclear, Delivery System or Space related field.

GG-13: This position prefers a minimum of a Bachelor of Science degree in a Nuclear, Radiological, Missile or Space field preferred. A Master of Science degree in related field is preferred.

This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore, the position is designated "key," which requires the incumbent, or designated alternate, to be screened from military recall status.
