Summary

This position is located in the Hotline Division, Deputy Inspector General for Administrative Investigations (DIG-AI), Department of Defense Office of Inspector General (DoD OIG). The mission of the DoD Hotline is to receive information pertaining to suspected threats to homeland security, leaks of classified information and oversee inquiries into allegations of fraud, waste, and mismanagement affecting DoD programs and operations at the local, national, and international levels.

Duties

Help
  • Handles cases involving DoD programs and operations to include: contract administration, procurement, civilian personnel, reprisal, communications, manpower, comptroller, supply, medical care, data systems, public information, and safety.
  • Conducts in-depth personal and telephonic interviews; and reviews and analyzes written correspondence regarding allegations received at the DoD Hotline from members of the public, DoD personnel, other Federal agencies, and members of Congress.
  • Evaluates allegations and considers the credibility of the source, the evidence that a violation of law, regulation, or standard has occurred, the cost effectiveness of an inquiry and potential benefit to the Government.
  • Independently reviews and analyzes the final reports of inquiries, audits, inspections, or investigations performed by DoD Components and recommends the appropriate disposition of the case.
  • Analyzes reports for compliance with acceptable professional standards with respect to accuracy, independence, objectivity, timeliness, thoroughness; and the completeness of the report and supporting documentation.

  • This position has been designated as Critical-Sensitive. Incumbent is required to obtain and maintain a Top Secret Clearance.
  • Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
  • All qualifications and time-in-grade requirements must be met by the closing date of this announcement.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Time in Grade:

For entry at the GS-12 grade level, status applicants must have served 52 weeks as a GS-11 or equivalent or higher grade, in the Federal Service.

For entry at the GS-13 grade level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service.

Specialized Experience GS-12 level: Applicants must have 52 weeks of specialized experience at the GS-11 level in the Federal service or equivalent. Specialized Experience is defined as demonstrated knowledge of DoD organizational structure functions, policies and regulations; federal criminal statutes, public laws, and regulations; knowledge of the requirement of Freedom of Information and Privacy Acts; knowledge of federal, state and local investigative policies; ability to write administrative reports that clearly present relevant evidence; and experience conducting or supporting investigative inquiries.

Specialized Experience GS-13 level: Applicants must have 52 weeks of specialized experience at the GS-12 level in the Federal service or equivalent. Specialized Experience is defined as demonstrated knowledge of DoD organizational structure functions, policies and regulations; demonstrated experience planning, investigative supporting, or conducting complex inquiries to include: interviewing complainants, gathering and analyzing relevant evidence, and oversighting inquiries tasked to other components or echelons. Applicants must have experience supporting, conducting, or performing oversight of inquiries into allegations of misconduct by government officials or improprieties affecting U.S. Government programs and operations. Applicants must also have experience prioritizing investigative workloads to include all aspects of supporting or conducting fieldwork and drafting written reports that contain thorough analyses.

Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.

Education

There is no substitution of education for the qualifying experienceat these grade levels.
