DUTY 1:
Drives integrated data strategy and governance.Ensures that mission data organization, ontology, and standards are sufficient for data to be visible, accessible, understandable, linked, trusted, interoperable, and secure.

DUTY 2:
Drive transformation through a mission focused data and analytics strategic plan that can influence the AF IC mission strategies and answer key AF IC questions.

DUTY 3:
Cultivate strong relationships to partner on solving mission problems with data.As a senior leader for data related issues and opportunities, identifies key stakeholders and learns how best to engage them in problem solving through collaborative working relationships.

DUTY 4:
Build a data-driven culture by improving connectivity between data professionals and enhancing data literacy and acumen within the AF IC.

  • A technical background (data science, computer science, machine learning, electrical engineering, information technology) related to current and emerging concepts and first / best practices is desired.
  • A Bachelor's degree or equivalent is desired, a Master's or higher desired.
  • The work is primarily sedentary. Frequent use of personal computers and workstations are essential.

Qualifications

This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Professional" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

OR

B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: expertise and mastery knowledge of ISR core mission processes, knowledge of sources, characteristics, and uses of the organization's data assets. Knowledge of how information needs and collection requirements are translated, tracked, and prioritized across the extended enterprise. Knowledge of both internal and external customers and partner organizations, including information needs, objectives, structure, capabilities, etc. Expert knowledge of principles of data & statistical analysis, machine learning, and data architecture. Knowledge of data acquisition, collection, and curation practices. Knowledge of taxonomies, ontologies, and graph implementations.
Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of ISR core mission processes. Knowledge of sources, characteristics, and uses of the organization's data assets. Knowledge of how information needs, and collection requirements are translated, tracked, and prioritized across the extended enterprise. Knowledge of both internal and external customers and partner organizations, including information needs, objectives, structure, capabilities, etc.
2. Expert knowledge of principles of data & statistical analysis, machine learning, and data architecture. Knowledge of data acquisition, collection, and curation practices. Knowledge of taxonomies, ontologies, and graph implementations. Knowledge of AI Ethical Principles (e.g., responsible, equitable, traceable, reliable, and governable) and laws, regulations, and policies related to AI, data privacy, and use of publicly procured data for government.
3. Expert knowledge of organization objectives, leadership priorities, and decision-making risks. Ability to understand technology, management, and leadership issues related to organization processes and problem solving. Knowledgeable about key developments in the field of digital modernization and cloud-based architectures.
4. Expert training and experience in data management, governance (including creation, application, and maintenance of data standards). Understands the functions, responsibilities, mission implication, and data security implications associated with data collection, processing, dissemination, monitoring, storage, and disposition. Understands the nuances of working with big data.
5. Extensive ability to develop and implement effective strategies and strategic plans based on knowledge of ISR operations and industry trends. Knowledge of a wide range of concepts, principles, and practices related to the development of strategic data plans, policies, and programs. Skill in developing enterprise-level/Agency-level policies and in performing strategic-level analysis to develop Enterprise Data Management (EDM) strategies.
6. Ability and skill to inspire and lead a culture of innovation; knowledge and skill in coordinating extensive projects in assigned areas of responsibility; and lead and manage matrixed teams and informing and influencing stakeholders and communities of interest. Knowledge of organization policies and planning concepts for partnering with internal and/or external organizations. Skill in communicating with all levels of the organization, including
senior/mid-level executives, and operational-level personnel (e.g., interpersonal skills, approachability, effective listening skills, appropriate use of style and language for the audience).

CONDITIONS OF EMPLOYMENT CONTINUED:

1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.

2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

3. Due to the rapidly changing nature of this field, the incumbent is required to maintain a technical edge through continuing professional education, such as participation in relevant conferences and through established government, academic, and industry forums.

4. This is a Centrally Managed position. Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.

5. This position is covered by the Defense Civilian Intelligence Personnel System (DCIPS) and as such will subject the incumbent to those examinations and/or tests that are necessary to obtain and retain a security clearance and any special accesses required by the position in accordance with AFI 36-1101 and under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V2007.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
