  • Serves as a nationally recognized and respected authority and Agency spokesperson on a diverse range of issues related to his/her specialty area, as well as more widespread issues affecting the substantive agency mission in which his/her expertise is often sought due to extensive knowledge and experience in one or more program areas. Provides leadership, expert assistance and authoritative advice on interpretation of polices, regulations and laws in his/her specialty area while serving as an advocate representing the interests of PBS to internal and external customers, stakeholders and interested private sector organizations.
  • Conceives and recommends projects or studies to advance the state of the art in his/her specialty area. Plans and conducts pioneering work in his/her area of expertise of outstanding scope, difficulty and complexity in unexplored or heretofore unpromising areas of investigation. Consults with industry and professional organizations to understand, examine, and consider those business practices that are adaptable to the PBS' Facilities Management processes.
  • Interacts with other offices within the Public Building Service and the General Services Administration at both the national and regional level to carry out the mission, values, goals and strategic plans of these organizations. Collects, documents and utilizes best practices. Develops and maintains metrics for performance measures and uses performance measure analysis to develop and implement performance improvement strategies.
  • Undertakes special tasks and projects of interest to the Assistant Commissioner or Senior Executive. Based on the results, recommends new or revised operating procedures, techniques, or approaches to program problems or situations. Selects members and leads ad hoc groups to develop support studies, analyze problem areas, and implement associated recommendations. Ad hoc groups may include Central Office or Regional Office staff and may represent different disciplines and management levels.

The GS-15 salary range starts at $143,736 per year.  

SPECIALIZED EXPERIENCE:  

You must have one year of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is experience managing the facilities management programs to include facility operations, maintenance, and janitorial program areas and providing leadership and understanding of facilities management programs.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.

  • Knowledge  of principles and theories of advanced and emerging management techniques. Advanced knowledge of PBS issues and programs.
  • Ability to act independently in the planning, management, implementation and evaluation of a variety of projects and to make authoritative and final decisions requiring considerable judgment. Ability to translate into action in sensitive, complex environments.
  • Ability to analyze the effectiveness of initiatives and to plan implementation actions in a strategic manner.
  • Skill in oral and written communications.
