Duties

Help

This position is located in the Planning and Force Readiness Division at the United States Coast Guard (USCG), Fifth Coast Guard District, Portsmouth, Virginia. The incumbent serves as an Emergency Management Specialist providing subject matter expertise in: Emergency Management Planning; resource management; planning, coordinating, and executing exercises and preparedness training; evaluation of exercises, planned events and real-world incidents; use of the USCG’s Contingency Preparedness System (CPS) for exercise program management, after action reporting, and lessons learned analysis; tracking of corrective actions in the Remedial Action Management Program (RAMP) module in CPS.

Being a Coast Guard (CG) civilian makes you a valuable member of the CG team. Typical work assignments include:

  • Ensures optimal readiness at the Fifth Coast Guard District, Sectors, and sub-units to support the full suite of CG missions by conducting annual Emergency Management Assessment Visits (EMAV) with Sectors to review preparedness and command priorities.
  • Utilizes, maintains and updates webpages, online tools and databases with plans, and other information to share information, coordinate, plan or manage an exercise, event or incident.
  • Assists in the development of realistic interagency emergency management exercises that incorporate future and emerging challenges as part of the Exercise Planning Team and utilizes exercises, planned events and real-world incidents to evaluate and enhance plans and to test capabilities.
  • Coordinates, collaborates and fosters relationships with multiple FSLTT entities, NGOs, international partners and private sector stakeholders including, but not limited to: Local/Regional Emergency Planning Committees (LEPC/REPC); State, County and Local Emergency Management Agencies and Emergency Operations Centers.
  • Actively manages and tracks personnel training in incident management to ensure completion of required training, and appropriate position-specific ICS training commensurate with IMT assignments.

Qualifications

Applicants must have at least one year of specialized experience equivalent to the GS-11 level in the federal service. Specialized experience is experience that has equipped you with the particular knowledge, skills, or abilities to successfully perform the duties of this position and is typically in or related to this line of work.  Examples of specialized experience include:  

Specialized experience include: preparing for and carrying out or coordinating emergency functions to prevent, protect from, mitigate, prepare for, respond to, and recover from emergencies and disasters; and to aid victims suffering from injury or damage resulting from disaster caused by natural or man-made hazards.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • Knowledge of emergency management related organizations, policies, regulations, directives, procedures, and methods.
  • Knowledge of maritime operations, sufficient to address the operational, scientific, economic, and public welfare issues that must be considered when developing emergency management plans and exercises, and when resolving issues.
  • Skill in communicating clearly and effectively, both orally and in writing, which includes the ability to write and deliver briefing papers, technical analyses, technical guidelines/instructions, and alternate courses of action.
