Summary

About the Position: This position supports the DHA Assistant Director of Resources and Personnel Integration (AD, R&PI). The Mission of the AD, R&PI is to manage resourcing and requirements processes, allocate and execute funding, and provide dynamic strength management and professional personnel services for the DHA and Military Treatment Facilities (MTFs).

Duties

Help
  • Lead the development and execution of key enterprise initiative efforts, procedures, and priorities for resource and personnel integration within the DHA headquarters for the Military Health System (MHS).
  • Determine key performance indicators (KPIs), create reporting channels, examine reports, recommend changes and improvements, and develop adequate strategies.
  • Provide expertise in data control management connected to the adoption of the National Defense Authorization Act (NDAA), other products, and ad hoc evaluations.
  • Apply scientific and standardized processes related to performance management and support a standardized, integrated, and coordinated approach to support three key areas: analytics, evaluations, and succession planning.
  • Oversee proficiency, progress, and performance quality, in developing and adapting mathematical, statistical, econometric, and other methods and techniques for analyzing performance improvement-related data sets.
  • Develop and recommend the planning, programming, budgeting and execution process (PPBE) by coordinating programming actions to support strategic planning.
  • Advise on budget estimate submissions by providing a range of financial analyses to include utility performance, work accounting, and financial planning.
  • Administer the agency's Management Control Program (MCP), providing analytical and management advice for all areas of strategic management and performance assessment programs.
  • Exercise a broad understanding of analysis, integration, and sourcing of civilian personnel functions and activities.
  • Apply functional knowledge of clinical business processes critical to ensuring the viability of a healthcare organization in both operational and institutional settings.
  • Assist in evaluating and developing criteria and methods for delivering quality care encompassing cost management, quality, and access to care.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Continued employment in this position is subject to successfully obtaining and maintaining a Level 3 DoD Financial Management Certification within two years from entry on duty to the position.
  • This position has been designated "Mission Essential." In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized Experience: One year of specialized experience which includes 1) analyzing performance improvement-related data sets to identify and resolve performance risk/issues; 2) developing strategic plans for allocating resources using the planning, programming, budgeting and execution (PPBE) process; and 3) providing recommendations or programmatic information to leadership for planning, programming, and allocation of resources. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
