Duties

Help
  • Serve as Contracting Officer Representative (COR) to direct various contract administration functions.
  • Review Performance Work Statements to ensure required information is contained in the statement.
  • Conduct market research to develop Independent Government Cost Estimates.
  • Serve as administrative officer for Government Travel.
  • Provide training for travel program on regulations that govern travel program.
  • Provide guidance to management on developing program objectives related to training and travel program for managers and employees.
  • Serve as timekeeper to provide employees guidance on timekeeping issues.

Qualifications

Specialized Experience:To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS9) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Maintaining the VA timekeeping system VATAS (2)Managing the VA travel system CONCUR (3) Serving as a Contracts Officer Representative (COR) to direct contract administration functions.

Or applicants may substitute education for the experience required to qualify at the GS11 level: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or a LL.M.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS11 position you must have served 52 weeks at the GS09 level. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). Some applicants may have to submit more than one SF-50 to demonstrate their eligibility. See the required documents section for more information.

Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.
