Serves as an auditor performing routine or limited audits or assisting higher graded auditors with full-scale more complex audits.
Conducts reviews that emphasize the broad aspects of financial/operational management such as budget formulation and execution, procurement policies, determinations of inventory requirements, maintenance of payrolls and distribution of labor costs.
Develops methods to isolate and identify conditions affecting mission capability, susceptibility to fraud, and the potential for increased efficiency.
This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.

Qualifications
Basic Requirements:

To qualify for this position you must meet one of the basic requirements described below:
(1) Bachelor's degree in auditing; or a degree in a related field such as business administration, finance, public administration or accounting. OR
(2) A Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education.
Specialized Experience:
For the GS-07, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-05 grade level in the Federal service, or comparable in difficulty and responsibility to GS-05 if outside the Federal service, is required.
Specialized experience is defined as analyzing and applying auditing and accounting principles, policies, and practices; and assisting in identifying operating issues from assigned tasks.
For the GS-09, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-07 grade level in the Federal service, or comparable in difficulty and responsibility to GS-07 if outside the Federal service, is required.

For the GS-11, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal service, or comparable in difficulty and responsibility to GS-09 if outside the Federal service, is required.
Specialized experience is defined as analyzing and developing results by applying accounting or auditing principles, policies, and practices; and identifying operating issues and weaknesses in internal controls from assigned tasks.
This position is developmental and selections may be made at the GS-07, GS-09, GS-11 entry grade levels. Once eligibility and qualification requirements are met, selectees will be eligible for promotion at management discretion to the GS-9, and GS-11, GS-12 and GS-13 grade levels without further competition.
This position requires you to obtain and maintain a Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required timeframe may be grounds for removal from the position and/or from Federal service. To be hired at the GS-07 entry grade level, applicants must minimally have:
One (1) year of experience applying knowledge of accounting or auditing laws, principles, systems, policies, methods, and practices to analyze and evaluate reports or other documents from financial systems; gathering financial data from various sources related to a specific financial issue; and researching financial policies and laws to identify common financial issues. OR
One full year of graduate level education or a bachelor's degree with Superior Academic Achievement which can be met by:
Grade point average of a 3.0 or higher on a 4.0 scale OR
Class standing in the upper third of the graduating class or major subdivision OR
Membership in a national scholastic honor society may be substituted to meet the specialized experience requirement.
To be hired at the GS-09 entry grade level, applicants must minimally have:
One (1) year of experience applying professional accounting knowledge and auditing laws, regulations, policies and procedures to resolve basic problems relating to auditing and compliance review work. Examples of qualifying specialized experience include analyzing financial and statistical data; providing professional accounting advice to managers; analyzing and reconciling accounts and transactions; formulating routine financial reports and implementing fiscal year-end closing procedures; evaluating audit programs and making recommendations. OR
Two full years of progressively higher-level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement.
To be hired at the GS-11 entry grade level, applicants must minimally have:
One (1) year of experience providing professional accounting and auditing knowledge, standards and principles to effectively conduct financial management or performance audits by analyzing financial and statistical data. Examples of qualifying specialized experience include performing or advising on work consisting of a systematic examination and appraisal of financial records, financial and management reports, management controls, policies and practices affecting or reflecting the financial condition and operating results of an activity; Assisting in developing or modifying audit plans, programs, and techniques in dealing with audit problems; analyzing policies, procedures, internal controls, and activities; conducting operations audits to develop recommendations for improved economy and efficiency which results in cost avoidance or effects cost reduction. OR
Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement.
