As a Grants Management Specialist, you will:

  • Assist in developing related grant policies and procedures for rail assistance under RRD's grant assistance programs.
  • Assist with the monitoring, review, and maintenance of grant tracking systems for incoming grant actions, grantee reports, and other grant management documents, and prepares reports, as requested, for the team lead/supervisor based on data and grant tracking systems.
  • Evaluate recipients' reimbursement requests and recommends approval or disapproval, using fact-finding and analytical techniques and methods used to gather, evaluate, and summarize information and draw conclusions, for supervisory review.
  • Assist with the establishment, management, maintenance, sunset, and close-out of RRD grants and cooperative agreements and uses Microsoft Office tools to maintain grant management files and databases.
  • Notify the grantee of the responsibilities, requirements, grant management policies, and procedures to be followed during the life of the grant and provides guidance in the proper use of public funds.

The ideal candidate has applied basic grant management principles and technical requirements to manage, administer and monitor all aspects of the grant life cycle. The candidate should have meticulous attention to detail and be able to learn and apply terms, conditions, rules, and regulations in order to ensure grantee compliance with the grant agreement. The candidate should also possess a high degree of energy for the job and initiative to achieve organization goals.


This is a developmental position progressing through the Grants Management Specialist, GS-1109-09 to the full performance level of a GS-1109-13.

CONDITIONS OF EMPLOYMENT:

Qualifications

To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include:

  • Experience working in an office that is responsible for the award and management of grants, and/or cooperative agreements.
  • Experience analyzing grant financial and program data to identify trends, problems, and decision points.

To qualify for the GS-09 on Education alone, you must have 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree. You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:

  • Experience applying grant management principles for the purpose of administering, analyzing and evaluating grant programs to ensure and maintain compliance.
  • Experience using automated grant management, budgetary and grant management systems to resolve issues develop and analyze miscellaneous reports.


To qualify for the GS-11 on Education alone, you must have:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience applying automated grant management, budgetary and grant management systems to resolve issues, develop and analyze reports, manage grant resources and develop recommendations for systems and/or business process changes.
  • Experience applying grant analysis principles and program requirements to evaluate, assess, and make recommendations related to the review of grant proposals.

You cannot qualify on education at the GS-12 level; you must have experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
  2. Financial Management - Understands the organization's financial processes. Prepares, justifies, and administers the program budget. Oversees procurement and contracting to achieve desired results. Monitors expenditures and uses cost-benefit thinking to set priorities.
  3. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  4. Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

TELEWORK ELIGIBILITY:  Telework availability will be based upon the mission requirements and supervisory determination.  If approved for occasional telework, you will be required to report to the office on a regular basis. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor, and if applicable, approval of additional officials.
