Incumbent assists Agency program offices with developing proposed budget initiatives, reviews and analyzes budget proposals, develops resource recommendations and presents proposals and recommendations to management for approval of requested funding levels for substantive/support programs administered by CSOSA.
Plans, organizes and executes Agency budget programs including development and implementation of policies, procedures and guidelines governing formulation, preparation and execution of Agency resources.
Analyzes short and long-range budget forecasts and plans to fund the implementation of Agency programs and projects. Evaluates relationships between major Agency administration program changes and the overall financial state of the organization.
Provides assistance to program staff on all budget matters. Resolves problems in the administration of funds and maintains continuous review of the status of requisitions, obligations, expenditures, and program progress.
Prepares reports, recommendations, and written analyses on programmatic, performance and budgetary matters.
Promotion potential: The full performance level of this position is at the GS-14 level. The candidate placed in this position may be non-competitively promoted to the target grade of GS-14, however,promotion to the next grade level is at management's discretion and is based on your meeting qualifications and time-in-grade requirements, demonstrated ability to perform the higher-level duties, the continuing need for the higher-level duties, and administrative approval. Promotion to the next grade level is not guaranteed and no promise of promotion is implied.
