Summary

This position is located in the Maintenance and Operations Section of the Engineering and Facilities Management Service at VA Northern California Healthcare System - Sacramento VA Medical Center in Mather, CA. The Locksmith performs a full range of duties associated with the installation, repair, and maintenance of commercially manufactured and mechanical locking devices, to include security devices found on doors, built-in closets and vaults, cabinets, and similar built-in items.

Help

The Locksmith is responsible for applying knowledge of internal structures and operating characteristics in order to install, make repairs to, apply neutralization techniques to, and develop techniques for solving problems with such mechanical locking devices as mortise, rim, key-in-the-knob, dead bolt, padlock, emergency exits, electrically-operated latch bolt, dial combination, and up to 20-key push button combination locking systems with mechanical-interfacing capability features installed on doors in high security areas. Major duties and responsibilities include but not limited to:

  • Maintaining all locking devices and is familiar with the computer programs in coordination with the installations master key system
  • Reworking and rekeying standard type commercially manufactured and mechanical locking devices Repairing or replacing worn or damaged parts and components such as broken springs, jammed pins, bent discs, broken tail pieces, levers, latches, latch bolts, and knobs, or selects substitute replacement parts
  • Changing combinations on door locks as required; improving and neutralizing locks which do not damage devices during lockout situations; and setting up and maintaining master key systems for various keyways using shop mathematics
  • Using a variety of hand tools such as files, picks, tweezers, tension wrenches, pliers, chisels, hammers, screwdrivers, as well as powered tools common to the trade such as key cutting machine, coding machine, grinders, buffers, and electric drills
  • Maintaining stock level of parts and components and fabricating parts and/or utilizing the services of sheet metal, machine, and electrical shop personnel in making parts that are required but not in stock
  • Recommending most suitable locks to be used by customer including solving specific security problem Working with security staff in assuring that all additions, changes, or modifications will not affect the integrity of the master key system
  • Installing door closer on metal and wood doors and floor type closers on wood and glass doors
  • Performing limited carpentry work, as required, prior to installation of locks or door closers
  • Making duplicate and master keys by machine
  • Obtaining signed key receipt from operating officials for all duplicates and master keys made
  • Recording cost of materials, time involved and work performed upon completion of each job
  • Performing other related duties as assigned
Work Schedule: Monday to Friday; 08:00 a.m. to 04:30 p.m.

Qualifications

PHYSICAL EFFORT: Locksmithing seldom requires lifting or carrying of items weighing in excess of 15 pounds, but not to exceed 50 pounds. Is frequently required to stand, stoop, bend, kneel, and work in an awkward position when installing and opening locks and emergency exit hardware on-site. Excellent hand and eye coordination is required in servicing locks. Periods of intense concentration are often necessary when working with delicate and/or complex locking situations. Must be very thorough and have a high degree of patience and tolerance for frustration. Light physical effort is used in reaching, bending, turning, or moving hands, arms, feet, and legs to operate hand and foot controls of vehicles. Observes safety procedures to prevent damage to property and injury to self and others.

WORK CONDITIONS: Locksmithing work is normally done inside in well-lighted, heated, and ventilated areas. Occasionally works outside in bad weather or in areas that are drafty and poorly lighted. The incumbent is exposed to the possibility of cuts, scrapes, noise, dust, dirt, and bruises.

Your qualifications will first be evaluated against the prescribed screen out element (WG-2 and higher only; screen-outs are not applicable to WG-1). The potential eligibles are rated against the remainder of the job elements. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
