  • The responsibilities listed are at the full performance level.
  • Plans and conducts civil engineering projects according to clear and specified objectives.
  • Investigates various routes and locations for proposed roads and trails using aerial photos and topographic maps.
  • Prepares design criteria for smaller or less complex portions of conventional roads, facilities, utility systems, or structures.
  • Conducts preliminary surveys and site investigations to obtain baseline and field data on soils, topography, drainage, existing structures and utilities, and feasible layout of proposed roads, facilities or structures in relation to terrain.
  • Participates in field surveys and investigations of existing facilities and utility systems to ensure that maintenance and repair schedules and procedures conform to safety, health, and regulatory requirements.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GS-07:
Applicants must have one year of specialized experience equivalent to at least GS-05 grade level in the Federal Service. Specialized experience is defined as three or more of the following: Performing basic engineering analyses or assisting in preparation of conventional engineering plans; and/or assisting in designing and developing routine construction drawings or specifications for projects; and/or completing site visits and assisting with inspections to ensure construction was in compliance with regulations and established contract specifications; and/or gathering data by performing basic surveys and investigations.
OR
One full year of graduate level education that included a major field of study in engineering;
OR
Superior Academic Achievement;
OR
successful completion of a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering;
OR
an appropriate combination of graduate level education in engineering and specialized experience.

GS-09:
Applicants must have one year of specialized experience equivalent to at least GS-07 grade level in the Federal Service. Specialized experience is defined as three or more of the following: Designing and developing routine construction drawings and specifications for projects with straightforward technical characteristics; and/or planning civil engineering projects according to clear and specified objectives; and/or performing site inspections to ensure construction was conducted in accordance with established contract specifications; and/or participating in facilities or transportation engineering management duties by coordinating routine maintenance and repair work at facilities or transportation/structures such as housing complexes, administrative buildings, technical or special support buildings, warehouses, community facilities, roads, bridges or water/wastewater systems.
OR
Successful completion of 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in engineering
OR
successful completion of a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering AND one year of appropriate professional engineering experience
OR
a combination of Superior Academic Achievement AND one year of appropriate professional engineering experience
OR
an appropriate combination of graduate level education in engineering and specialized experience
