Policies and Regulations
Provide strategic direction for Dental Informatics program. Provide research, analysis, and advice to the Director, DOH and other senior IHS staff on Federal Health IT regulation, legislative requirements, policy and related guidance; with emphasis on oral/dental health IT issues that are sensitive, complex, that require quick resolution and/or represent substantial expenditure of resources. Monitor and develop policy responses to Federal health IT directives and guidance documents from General Services Administration (GSA), the Office of Management and Budget (OMB), the Department of Health and Human Services (DHHS), Office of the National Coordinator (ONC), Federal Health Architecture (FHA), American Health Informatics Community (AHIC), and other regulatory bodies.

Program Management

Assist with the development, implementation, maintenance, and evaluation of the IHS Dentrix Enterprise (IHS Electronic Dental Record (EDR)). Serve as assistant project manager and help direct all aspects of the EDR program including contract management, Earned Value Management (EVM) reporting, budgeting, Office of Management and Budget (OMB) submissions, EDR dental portal website administration, EDR listserv administration, vacancy website administration, and IHS Dental Position Report (DPR) administration. Help serve as a principal liaison between the DOH and the IHS Office of Information Technology (OIT) regarding the coordination of the IHS EDR with the Resource and Patient Management System (RPMS) and the IHS Electronic Health Record (EHR). Assist with the management of enrolling, implementing and upgrading IHS EHR to IHS, Tribal and Urban dental clinics

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

BASIC REQUIREMENT(S): Dental Officer Series 0680 (opm.gov)

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

Education: Doctor of Dental Medicine (DMD) or Doctor of Dental Surgery (DDS) degree from a school approved by the American Dental
Association (ADA) or the Commission on Dental Accreditation (CODA), or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Licensure: Must have passed the National Board Dental Examinations (NBDE) which are developed and administered by the Joint Commission on National Dental Examinations (JCNDE) and possess a current, full, and unrestricted license to practice dentistry in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS: In addition to meeting education and licensure requirements, applicants must have completed a 3-year residency program in dentistry, oral health, craniofacial sciences, or a related medical science; OR possess one year of experience equivalent to the GS-12 level and/or training.

Qualifying examples of experience must include, but is not limited to:

1. Experience creating data structure and reporting systems to gather, evaluate and convey dental health program information using statistics data to make data-informed policy decisions based on 'best practice' outcomes from treatment initiatives; AND,
2. Experience managing dental information application systems and database structures to analyze effectiveness of a public dental health program that integrates medical and dental care to increase overall population access to care and improvement in [oral] health outcomes; AND,
3. Experience [independently] leading dental health care programs/projects utilizing information technology concepts and practices to enhance care coordination for chronic diseases associated with poor oral health; AND,
4. Experience developing, implementing, and reviewing policies and procedures to standardize business processes in support of data quality assurance for dental reporting; AND,
5. Experience administering a large public dental health care program leading the development, implementation, monitoring and evaluation of oral health programs and disease prevention initiatives.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
