Summary

The Department of Defense Office of Inspector General (DoD OIG) promotes the economy, efficiency, and effectiveness of DoD programs. This position is located in the DoD OIG Front Office (FO). The incumbent will plan, coordinate, and oversee DoD OIG participation in multiple inter-agency forums, including the Defense Council of Integrity and Efficiency (DCIE), the Council of the Inspectors General on Integrity and Efficiency (CIGIE), the Intelligence Community IG Forum (IC IG Forum).

Duties

Help
  • Plans, directs, oversees, advises, guides, and makes recommendations for the DoD OIG’s unique role in multiple inter-agency forums to including the DCIE, CIGIE and IC IG Forum.
  • Develops policies, establishes procedures, and sets goals for DoD OIG engagement with the DCIE, CIGIE, and the IC IG Forum. Works with leaders to establish best practices and identify engagement opportunities that are effective uses of resources.
  • Leads project teams, working groups, subordinates, detailees, or other groups to support initiatives related to inter-agency councils and organizations. Maintains situational awareness of all DoD OIG participation in these activities.
  • Analyzes and researches issues to provide well-organized briefings, reference materials, point papers, or other products to prepare DoD OIG personnel for engagements with the inter-agency oversight councils and organizations.
  • Performs as a liaison between the DoD OIG and inter-agency councils and organizations. Tracks tasks to ensure the DoD OIG’s full participation in the federal oversight community. Provides routine updates to senior DoD OIG leaders.

  • Must be a U.S. Citizen.
  • Position has been designated as Special Sensitive. Incumbent is required to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance.

  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • All qualifications and time-in-grade requirements must be met by the closing date of this announcement.
  • Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
  • Relocation allowance WILL NOT be authorized.

Qualifications

Time In Grade GS-14 Level:

For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or equivalent or higher grade, in the Federal Service.

Time in Grade GS-15 Level:

For entry at the GS-15 level, status applicants must have served 52 weeks as a GS-14 or equivalent or higher grade, in the Federal Service.

Specialized Experience (GS-14):Applicants must have 52 weeks of specialized experience at the GS-13 level in the federal service or at an equivalent level. Specialized experience is defined as basic knowledge of the Federal oversight community. Applicants must have experience communicating with senior leaders and maintaining effective working relationships with all levels of staff. Applicants must also have experience with project planning, techniques to manage day-to-day operations, and exercising independent judgment in collecting and analyzing information from a variety of sources. Must have project management experience.

Specialized Experience (GS-15): Applicants must have 52 weeks of specialized experience at the GS-14 level in the federal service or at an equivalent level. Specialized experience is defined as comprehensive knowledge of the Federal oversight community with working knowledge of the statutory requirements for Federal Inspectors General. Applicants must have direct experience communicating with senior leaders throughout the Federal government and maintain effective working relationships with all levels of civilian and military staff as well as external inter-agency councils and organizations. Applicants must also have direct experience with project planning and management, knowledge of general management principles and techniques to manage day-to-day operations, and exercising independent judgment in collecting and analyzing information from a variety of sources. Must have supervisory or project management experience.

Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.

Education

There is no substitution of education for the qualifying experienceat this grade level.
