As Deputy Division Chief in the Division, the incumbent participates and shares fully with the Division Chief the planning, directing, and coordinating of all phases of the work of the Division, with a concentration on matters relating to international section 214 authorizations, submarine cable landing licenses, foreign ownership issues, and rulemaking proceedings. The incumbent's responsibilities include managing, conducting, and participating in rulemaking proceedings to develop international telecommunications policy; addressing petitions for reconsideration; processing and assessing applications and requests for authorizations and licenses under the applicable Commission rules; reporting on international telecommunications markets and relevant international issues; and representing the Commission or leading delegations at international telecommunications conferences and meetings.
The incumbent serves as a high-level legal and policy advisor to the OIA Chief on international telecommunications-related matters for which the Division has responsibility. The incumbent participates in continuing discussions with OIA management concerning policy objectives and initiatives, legal issues, and the implementation of policy. The incumbent provides definitive interpretations of rules and regulations, comments on proposed legislation, and initiates rulemaking activities appropriate to functions.
The incumbent assists the Division Chief in all aspects of management activities, such as developing long-range plans for accomplishment of Division functions. Additionally, the incumbent determines scope and extent of programs to be undertaken within overall mission and proportion of total resources provided to be devoted to individual program activities, and advises the Division Chief on development of policies and priorities of the Division and disseminates the same to subordinates. The incumbent also keeps apprised on matters of concern to OIA and the Commission and takes action to reorder priorities or to expedite work process to meet critical needs. The incumbent develops resource requirements, justifications, and coordinates resources from other Bureaus and Offices, such as the Office of Economics and Analytics (OEA). Further, the incumbent continuously evaluates progress of operations through discussions with subordinates and review of reports and documents and adjusts resources to improve effectiveness of operations. The incumbent develops methods for increasing efficiency and reducing regulatory delay and burden on industry and public.
The incumbent assists the Division Chief in direction of work operations. The incumbent directs, through subordinate managers, as well as team leaders/issue group leaders, the work of the Division. The incumbent defines areas of responsibility, establishes Division priorities, and disseminates to subordinates. Further, the incumbent reviews work and makes definitive decisions on legal and highly sensitive matters under delegated authority. The incumbent also reviews and makes recommendations to the Division and/or OIA Chief on those matters requiring decision by the OIA Chief and/or Commission.
The incumbent initiates and conducts special studies of regulatory significance, as well as directs preparation of technical, legal and other necessary studies, reports and analysis in support of the development of international telecommunications and any other related recommendations for the Commission and the evaluation of policy proposals made by the public or industry. The incumbent leads the investigation of market structures and the impact of competition on an evolving international telecommunications industry, and reviews and evaluates data, findings, and recommendations presented by staff. The incumbent determines significance of various factors presented by specialists of many disciplines and derives comprehensive recommendations responsive to issues. The incumbent also develops presentations to explain, justify, or defend proposals as well as contributes to long-term programs and objectives of OIA. As appropriate, the incumbent ensures interagency participation and coordination.

You must meet the minimum basic educational requirements for Attorney positions. Education requirements include: a professional law degree JD, LL.B., and/or LL.M.

Specialized Experience: Applicants must possess at least four years of professional law experience and at least one year must be equivalent to the GS-14 level in the Federal Service. For this position, specialized experience includes the following:
1. Experience supervising or leading attorneys, engineers, economists, and/or other analytical professionals.
2. Experience managing, conducting, or participating in rulemaking proceedings to develop policies related to international or domestic telecommunications, issues related to foreign ownership or national security, or any other complex regulatory matters.
3. Experience serving as an expert legal or policy advisor to senior leaders on complex telecommunications and/or other administrative matters.
4. Experience providing substantive and legal expertise in international or domestic telecommunications law and policy pursuant to the Communications Act of 1934, as amended, the Cable Landing License Act of 1921, or other federal statutes.
PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
