Directs the operations and activities of the National Finance Center (NFC) Human Resources Management Staff (HRMS) and Human Resources Services Staff (HRSS).
Serves as personnel advisor to managers and supervisors of OCFO and serviced organizations.
Provides the full range of life cycle personnel management functions to include administering recruitment, placement, training and development; and provision of technical aspects of position classification and management and employee relations.
Analyzes proposed changes in organizations and operations in order to assess impact on Human Capital planning programs.
Managing and encouraging optimal use of HR tools, resources, and procedures through analysis of organizational needs and opportunities for improvement.
Ensuring highly visible, proactive, and collaborative consultation and advisory services to senior officials and line managers.
Evaluating and coordinating human resources operations program goals in relationship to current and emerging human resources policies and initiatives.
Fostering diversity, providing direction and guidance to managers and supervisors in establishing a commitment to diversity, and sensitivity for equal employment opportunity.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Specialized Experience: You must have one (1) year of specialized experience equivalent to at least the next lower grade level (GS-14) or pay band in the Federal service or equivalent in the public sector. Specialized experience for this position includes: 1) Demonstrated experience serving as a team leader, supervisor, senior specialist and/or active participation as a technical authority, 2) Developing and implementing human resources policies, programs, and/or initiatives and 3) Providing advice to management and staff on controversial matters concerning at least 3 of the following major personnel functions: Staffing, Classification, Compensation/Pay, Employee Relations, Labor Relations, Benefits, Employee Development.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
