Major Duties:
Employee at this level is an expert within their functional area; heads of branches or divisions; or key program administrators. Conducts or directs activities or assists higher levels on challenging and innovative program development with only general guidance on policy, resources and planning; develops solutions to highly complex problems requiring various disciplines; responsible for fulfilling
program objectives. Results are authoritative and impact programs or the well-being of substantial numbers of people.

Duty 1: At an expert level, analyzes, evaluates, and provides professional advice and counsel regarding the acquisition, management, use, disposal, and conversion of real and personal property including, but not limited to: enhanced use leases, housing and utility privatization, BRAC property management and disposal, encroachment, condemnations, strategic basing, community partnerships, renewable and energy assurance projects, and legislative jurisdiction and proposals for the active duty Air Force, Air Force Reserve, and Air National Guard.

Duty 2: Provides written or oral advice, counsel, opinions, and decisions to the Air Force General Counsel (SAF/GC), the Assistant Secretary Installations, Environment and Energy (SAF/IE), the Deputy Assistant Secretary of the Air Force (Installations) (SAF/IEI), the Deputy Assistant Secretary of the Air Force (Environment, Safety and Infrastructure) (SAF/IEE), the Deputy General Counsels of the Air Force, Director of the Air Force Civil Engineer Center (AFCEC/CL), Director, Installations
Directorate (AFCEC/CI); and other members of the Office of the Secretary of the Air Force, the Air Staff, AFCEC Division Chiefs and Project Managers, as well as other Air Force elements in connection with all aspects of Air Force real property, real property legislation, housing privatization, utilities privatization, energy, BRAC and environmental matters.

Duty 3: Provides professional advice and assistance to implement various legal authorities involved in the extremely complex area of real property law transactions, including base conversion and privatization processes, which present extremely complex and difficult legal questions and factual issues in analyzing, interpreting, and applying Federal and State laws, regulations, policy directives, contracts, and other legal instruments.

Duty 4: Reviews and drafts AFCEC and Air Force correspondence, policies, contractual and transaction documents, and other communications for legal sufficiency, clarity, and writing errors.

Qualifications

Qualifications Required at GS-14 or GS-15 Level. General requirements set forth under paragraph A4.1. In addition, the attorney shall have professional legal experience in excess of three years that is commensurate with the duties and responsibilities of the position.

GENERAL REQUIREMENTS:

  • You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
  • In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status and has a date stamp of when it was retrieved. A copy of the bar card is not sufficient or acceptable proof of good standing.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:


SPECIALIZED EXPERIENCE: Applicants must have, or will have within 120 days of the closing of this announcement, in excess of three years of specialized experience at the next lower broadband, equivalent to the next to lower grade GS-14/GS-15 or equivalent in the Federal Service. Specialized experience must include: Research and respond to difficult legal questions and methods of research, analyzing, interpreting, and applying Federal and State laws, regulations, policy directives, contracts, and other legal instruments; Examine, interpret, and advise on cases, instruments, directives, and makes recommended improvements or reversal of any adverse trends with attention to high risk/problem prone areas of adjudication; Provide legal advice on high-level inquiries, proposed legislation, policies, and regulations where a legal or legal related issues is involved; Develop solutions to problems involving highly intricate legal, factual, and political questions, and provides correct, practical legal advice and services in a timely manner.

Seeking an experienced transactional real estate attorney in the Office of the Secretary of the Air Force General Counsel, Installations, Energy, and the Environment Division. This position will be located at Joint Base San Antonio-Lackland. The attorney selected for this position will be responsible for providing legal advice and counsel to the Air Force Civil Engineer Center on laws, policies and matters regarding real estate including, but not limited to, acquisition, leasing, financing, development, management, temporary use, and disposal of real property.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the role and duties of the Government attorney, including a practical knowledge of the Model Rules of
Professional Conduct for Federal Lawyers and American Bar Association Rules of Professional Responsibility and the rules of the
jurisdiction(s) in which incumbent is licensed to practice.
2. Ability to analyze extremely complex legal issues, including issues relating to installation, energy, and environmental law, real
property, housing and utilities privatization, BRAC, and real property development and finance.
3. Knowledge of the research methodologies, including computer-assisted technologies, necessary to research applicable Federal,
State, interstate, and local laws and regulations concerning issues involving installation, energy, and environmental law, real
property, housing and utilities privatization, BRAC, and real property development and finance..
4. Skill in applying advanced data gathering tools, including, but not limited to, formal interviewing techniques, archived records
retrieval and review, information requests under the various Federal and State access laws, and formal discovery, to collect
various types of factual information.
5. Superior skills in the areas of oral and written communications and interpersonal relationships.
6. Knowledge of the administrative and judicial litigation process including significance of the administrative record.
7. Knowledge of the federal legislative and inter-agency decision process.
8. Knowledge of computer productivity software, e.g., Microsoft Word, Outlook, Excel, or PowerPoint.
