Duties

Help
  • At the full performance level of Administrative Officer, GS-0341-13, duties are:
  • Serves as the Chief Administrative Officer to the Hydrologic Engineering Center (HEC) Director.
  • Providing administrative managerial support to the Hydrology and Statistics, Hydraulics, Water Resource Systems, and Water Management Systems Divisions within HEC.
  • Performs advisory duties and a full range of management functions in planning, organizing, directing and controlling HEC programs.
  • Serves as the primary Human Resources liaison for all types of personnel actions.
  • Advises key HEC personnel on the Directors of HEC and the Institute for Water Resources (IWR) policies, current attitudes and expressed desires.
  • Reduces the need for contact with the Director on policy matters and provides managerial continuity on the Center's policies and procedures.
  • Serve as the Chief Financial Officer for HEC, managing the financial health of the organization, to include developing and executing the operating budget, and monitoring funds execution.
  • Performing funding audits ensuring fiscal law requirements are met and reported to HEC Director and IWR Resource Management Office.
  • Serve as the Billing Official for the Government Purchase Card program, reviewing and evaluating all purchase requests to ensure compliance with guidance prior to approval.
  • Serve as the Facility Manager, Safety Officer, and Security Manager ensuring facility issues are addressed or reported promptly.
  • Receives special assignments to committees, boards, or study groups.

  • One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.

  • Position is designated as Emergency Essential. Must sign a statement of understanding and an agreement to continue to perform the duties of this position in the event of a crisis until relieved by proper authority.

GS-13:
Specialized Experience:
One year of specialized experience which includes: administrative matters such as the monitoring of financial, personnel, and/or material needs; the development of budget estimates and justifications; the allocation of funds and resources; contract administration that follows the Federal Acquisition Regulation (FAR); and the assessment of internal processes and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

GS-12:
Specialized Experience: One year of specialized experience which includes: administrative matters such as the monitoring of financial, personnel, and/or material needs; assisting in the development of budget estimates and justifications; assisting in contract administration that follows the Federal Acquisition Regulation (FAR) and assisting with assessment of internal processes and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

You will be evaluated on the basis of your level of competency in the following areas:

Time in Grade Requirement:

GS-12 - Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

GS-13 - Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Education
