The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • Ensures that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services.
  • Articulates and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.
  • Coaches the team in the selection and application of appropriate problem-solving methods and techniques; provides advice on work methods, practices and procedures; and assists the team and/or individual members in identifying the parameters of a viable solution.
  • Leads the team in: identifying, distributing and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization; makes adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee has an integral role in developing the final team product.
  • Trains or arranges for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects and provides or arranges for specific administrative or technical training necessary for accomplishment of individual and team tasks.

  • Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: GS-12 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:

  • Experience applying policies, precedents, goals, objectives, regulations, and guidelines of the Return Preparer Program to analyze and validate information on return preparer applications and to recognize potential/actual fraud or non-compliance with regulations.
  • Experience applying leadership and team building methods and techniques to facilitate, coordinate, coach, resolve problems, and integrate work processes and products to accomplish team assignments.
  • Experience with workload management methods and techniques to set work objectives, organizing resources to meet objectives in a timely and efficient manner, establishing priorities, and coordinating work of others to manage work effectively with tight timeframes and changing conditions.
  • Experience with basic accounting principles and common business practices to make determinations of submitted Return Preparer applications.
  • Experience applying tax law and how it relates to the Return Preparer program practices, regulatory provisions, and emerging trends to identify problems and expedite a resolution.
  • Experience with the mission, organization, work processes, functions, and structure of IRS to ensure work assignments facilitate achievement of overall agency goals and objectives.
  • Experience with statutory, regulatory, and policy requirements and guidelines governing the IRS, including applicable portions of the Internal Revenue Code (IRC) and Internal Revenue Manual (IRM), to prepare recommendations affecting program execution.
  • Experience using analytical and evaluative methods and techniques to isolate and define all legal and factual case issues and to develop course of action.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
