Duties

Help
  • Performs reviews and critical assessments of programs that include, programs pertaining to diversity, inclusion and the prevention of and response to supremacist, extremist, and criminal activity in the Armed Forces and other comparable key programs.
  • Develops plans, methodologies, and approaches for analyses or evaluations conducted independently or as part of a team.
  • Conducts studies and evaluations, adapting plans and procedures as necessary to meet established goals and objectives.
  • Gathers data, through review of complex documents and information and through on-site visits and or virtual interviews with responsible staff.
  • Develops and applies advanced analytical techniques and evaluative methodology in planning and execution projects phases; participates, as appropriate, in inter-agency projects of overarching issues impacting DIEM.
  • Prepares reports, ensuring adherence to report procedures, formats and protocols; provides supporting documentation, cross references or other information.
  • Prepares and presents fully supported recommendations and conclusions as appropriate. Ensures that project planning accomplishes the objectives.
  • Performs research to develop substantive fact sheets for inclusion in long-range and annual component project planning.
  • Performs other duties as assigned.

  • Must be a U.S. Citizen.
  • Position has been designated as security designation Noncritical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.
  • Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
  • You may be required to complete a financial disclosure (OGE-450).
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Time in Grade:

For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or equivalent or higher grade, in the Federal Service.

Specialized Experience:

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Performing in a program analyst role, in an oversight function, or a similar role, for a high-level professional or government program. Experience includes extensive skill in analysis and development of program plans, and evaluation of multi-departmental program operations; skill in advanced qualitative and quantitative analytical techniques; expert skill in verbal and written communications; skill in working with internal and external contacts to maintain relationships and work with a variety of stakeholders; analyzing program operations, trends, problems, and deficiencies to develop solutions for continuing mission accomplishment.

Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.

Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.

Education

Substitution of Education for Specialized Experience:

There is no substitution of education for the qualifying experienceat the GS-14 grade level.

Only experience obtained by the closing date of this announcement will be considered.
