Summary

You will be an agency leader responsible for carrying out the overall mission of the Commission. The Deputy Chief Information Officer position is designated as SES, Career Reserved. EEOC structures its SES positions into position levels. This is a position level two with an initial onboarding salary range of $191,900 - $210,217 per year. Exceptions to the salary cap may be considered in certain circumstances. SES employees are eligible to receive performance-based bonuses and salary adjustments.

Duties

Help
  • Provides day-to-day direction to Office of Information Technology Division Directors in the performance of their duties.
  • Oversees personnel management functions, financial and budget management, and contract activities for the Office.
  • Administers and monitors the Privacy Act Program; reviews regulatory changes and government mandates and assesses their impact on the Agency’s technology programs.
  • Provides cybersecurity leadership, supporting processes and techniques to reduce information security risk to the enterprise.
  • Leads Agency technology committees and workgroups and provides advice, information, and other relevant assistance to Headquarters and Field Offices on a variety of policy and technology issues.
  • Establishes long-range OIT and technology strategic and operating plans and determines IT directions and overall program and goals.
  • Designs and develops information technology systems to reduce the burden placed on the public in responding to requests for information, to facilitate information flow within the Agency to achieve a higher degree of information sharing.

Qualifications

As a basic requirement for entry into the SES, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and the Technical Qualifications (TQs) listed under "How You Will Be Evaluated." Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations.

To meet the minimum qualifications for this position, you must possess all of the mandatory Executive Core Qualifications and Technical Qualifications listed below. These qualifications would typically be acquired through education, experience, and training which reflect progressive development and achievement in managing a comprehensive business program in a complex organization. An individual's total experience and education must demonstrate the ability to perform the duties of the position. Applicants must meet all of the qualification requirements by the closing date of this announcement.

Senior Executive Core Qualifications:

Leadership Competencies: Accountability, Customer Service, Decisiveness, Entrepreneurship, Problem Solving and Technical Creditability.

ECQ4 - Business Acumen: The ability to manage human, financial and information resources strategically. Leadership Competencies: Financial Management, Technology Management and Human Capital Management.

ECQ5 - Building Coalitions: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Leadership Competencies: Influencing/Negotiating, Oral Communication, Partnering and Political Savvy.

Technical Qualifications (TQ): In addition, all applicants must submit a written narrative response to the following TQ(s). Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled managing a large public or private sector organization that administers complex, rules-based benefits or services, etc.

1. Expertise in providing leadership and strategic vision in developing, directing, and implementing IT services, infrastructure, cybersecurity, and support organizations, providing a high level of security and availability, and serving customers spanning multiple program offices and locations.

2. Demonstrated expertise in financial management, budgeting, and contracting related to procuring services, equipment, and infrastructure to support complex IT organizations.

3. Ability to communicate effectively with executives representing program offices to infer IT requirements and expectations, and to convey IT vision, strategies, directions, and technologies to meet requirements and expectations.

Background Investigation: This position requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.

You will be evaluated for this job based on how well you meet the qualifications above.

If you are currently serving under a career Senior Executive Service (SES) appointment, are eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by the Office of Personnel Management (OPM) and had your ECQs certified by OPM, then you only need to address each TQ, and you do not need to submit an ECQ narrative.

How you will be evaluated:
The servicing Human Resources Specialist will forward all minimally qualified applicants to be evaluated by an Executive Resources Board (ERB) rating panel of senior managers to determine the degree to which they possess the executive core and professional/technical qualifications, and best qualified candidates may undergo an interview and a reference check. The ERB rating panel will make recommendations on best qualified candidates to the appointing authority. Applicants will be evaluated on the quality and extent of their total accomplishments, experience, the ECQs, and the TQs.
