Summary

This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for serving as Chief Data and Artificial Intelligence Officer (CDAO) for DSCA and providing overall direction, policy, guidance, and leadership to the Security Cooperation & Assistance Community (SC&AC) to include the Military Departments and DoD Implementing Agencies (IAs) for the oversight and strategic directions of the Global SC&AC Data Management Program.

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.

As a SUPERVISORY INFORMATION TECHNOLOGY SPECIALIST (DATAMGT) at the GS-2210-15 some of your typical work assignments may include:

  • Identifying requirements, planning for, organizing and distributing personnel resources.
  • Developing collaborative, strategic policies and processes that facilitate the sharing and protecting of data through coordination with the DSCA Chief Financial Officer (CFO), DSCA Comptroller, DSCA cybersecurity, records management, privacy, and physical security programs.
  • Advancing DSCA's data analytics and AI strategies and leverage economies of scale in order to deliver value to the Agency and its DoD mission partners.
  • Overseeing, developing, and implementing data governance activities and enabling effective
    oversight, accountability, and management of DSCA data governance processes, controls, tools, and frameworks.

Qualifications

You may qualify at the GS-15 grade level, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service as listed below:

  • Developing and interpreting Data and Artificial Intelligence (AI) policies, procedures and strategies for planning and delivering of Data and AI services
  • Applying advance data management concepts and techniques to identify and meet mission requirements
  • Ability to lead, and implement relevant data system approaches to include implementing data management technology, dashboard visualization, and analysis tools such as, but not limited to, Artificial Intelligence, machine learning, and data science

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position requires the incumbent to possess or attain at least an Information Assurance Technical (IAT) Level II certification within 6 months of entering the position. Employees will be required to sign a Statement of Understanding regarding the certification requirement and maintaining the required certification is a condition of employment. This position has been identified and will be covered by DoD 8570.01-M, Information Assurance Workforce Improvement Program and requires certification.
