  • Serves as Master of and is directly responsible for the operation and maintenance of towboats that are 50 to 70 feet in length and up to 1500 HP, twin screw.
  • Plans, directs and leads a team of equipment operators and laborers engaged in sills, dikes and revetment repair on Missouri Riverbank stabilization and navigation channel structures, from Missouri River
  • Mile 498.2 near Rulo, NE to Mile 750 Elk Point, South Dakota, as well as an as- needed basis outside the District to support emergencies and schedule repair on other sections of the Missouri River.
  • Tow barges contain 1-6 rock loads, crane/tracked backhoe, fuel, winches, construction equipment and crew. Communicates on regular basis with US Coast Guard and commercial navigation.
  • The master is responsible for the safety of vessel, tow, heavy equipment, cargo, passengers and crew.
  • Conducts fire, lifesaving, and rescue drills. Assures employees observe established safe working procedures.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires, at a minimum, a Master of Towing Vessels Upon Western Rivers, issued by the U.S. Coast Guard.
  • This is a mandatory Drug and Alcohol Testing Designated Position (TDP), in accordance with ER 690-1-1218, USACE Civilian Drug Free Workplace Program, dated 30 June 2021. Participation in the Mandatory Drug and Alcohol Testing Program is required.
  • Incumbent must be able to obtain and maintain a state issued driver’s license.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

You will receive credit for all qualifying experience, including volunteer experience.

There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Master Towboat without more than normal supervision. I can assist in the full operation of floating plants, performing duties such as applying navigational aids and steering towing vessels. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen Out Element will result in an ineligible rating.

  • Ability To Do The Work Of The Position Without More Than Normal Supervision
  • PHYSICAL EFFORT Light to moderate effort is required in steering the boat and handling fenders, mooring lines, and cargo. Moderate effort is expended for maintenance work, but occasionally heavy effort is required to handle anchors and when assisting mechanic in major overhaul work. Coordination of hands, eyes, body and legs is needed to work safely on wet and moving decks. While operating a motor vehicle, considerable arm and leg movement is required to operate land and foot controls. Lifts and handles heavy equipment weighting 30-40 pound attachments and materials.
  • WORKING CONDITIONS Most work is performed from a sheltered pilot house. Some piloting after dark is required. Is regularly assigned to duty in the Missouri River in an area having approximately 240 miles of navigable waters, but occasionally navigates over other stretches of river in other River Areas. Exposed to sun, wind, spray, rain and sleet when mooring, unmooring, anchoring or weighing anchor or coming alongside to contact other vessels. Exposed to possible falls on deck and the possibility of falling overboard. A personal flotation device is worn at all times while on deck. While driving vehicles, incumbent is exposed to the possibility of serious accidents. Subject to cuts, bruises, broken bones and strained back as a result of accidents while driving or when loading and unloading vehicles, and while performing maintenance duties.
