Duties

Help

The general duties of the incumbent include advising on the rights and roles that Indian Tribes, Native Hawaiian organizations (NHOs), and other Indigenous Peoples have in historic preservation. A primary focus of this position includes advising the Director of OTIP regarding policy and program issues with principal focus on infrastructure projects considered "covered projects" under FAST-41. The incumbent will serve as OTIP's subject matter expert and primary point-of-contact with the Federal Permitting Improvement Steering Council (Permitting Council). Primary duties of the incumbent include:

At the full performance level GS-13 the major duties of this position include, but are not limited to the following:
1. As appropriate, working with the Permitting Council to develop information, trainings, and other resources to support continued involvement of Indian Tribes, NHOs, and Indigenous Peoples in reviews under Section 106 of the National Historic Preservation Act (Section 106);
2. Providing expert technical advice and assistance to other federal and state agencies, Indian Tribes, NHOs, state and Tribal Historic Preservation Offices, and other organizations and the public regarding the rights and roles that Indian Tribes, NHOs, and other Indigenous Peoples have in historic preservation;
3. Assisting federal agencies with the development of their Tribal and Native Hawaiian consultation procedures in a manner consistent with the Section 106 implementing regulations;
4. Developing or delivering training regarding the rights and roles that Indian Tribes, NHOs, and other Indigenous Peoples have in the Section 106 process;
5. Participating with other ACHP staff in consultation and meetings on project and programmatic and proposals that involve Indian Tribes, NHOs, and Indigenous Peoples;
6. Representing the agency and the office on interagency working groups regarding issues relevant to Indian Tribes, NHOs, and Indigenous Peoples;
7. Assisting the Director of OTIP in meeting the ACHP's responsibilities for interagency initiatives, including on the White House Council of Native American Affairs, regarding issues of relevance to Indian Tribes, NHOs, and Indigenous Peoples;
8. Developing and maintaining working relationships with stakeholders in the Section 106 process, especially Indian Tribes, NHOs, and Indigenous Peoples;
9. Assisting the ACHP Office of Federal Agency Programs (OFAP) staff in the resolution of complex and sensitive Section 106 reviews and the negotiation of agreement documents where there are issues of concern to Indian Tribes, NHOs, or Indigenous Peoples;
10. Working with the Director of OTIP to develop agency policies, recommendations to other agency officials, and guidance for implementations of those sections of the National Historic Preservation Act that pertain to Indian Tribes, NHOs, and other Indigenous Peoples; and
11. Assisting the Director of OTIP in developing briefing materials and briefing leadership on significant issues related to Indian Tribes, NHOs, and Indigenous Peoples.

Salary:
The actual duty station will be negotiated upon selection. Salary will vary depending on duty station location.

First time hires to the Federal government normally start at the lower salary range of the grade level.

Qualifications

Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience.

Specialized Experience: To qualify for the GG-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is considered that which is in, or directly related to, the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This is defined as experience that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:

  1. Applying Section 106 of the National Historic Preservation Act and other federal historic preservation laws and regulations, executive orders, and environmental laws impacting Indian Tribes, Native Hawaiian Organizations (NHOs), and Indigenous People
  2. Work applying knowledge of the history, policies, and programs of the United States government regarding Indian Tribes, NHOs, and Indigenous Peoples, and social and governmental structures and cultural practices of Indian Tribes, NHOs, and Indigenous Peoples.
  3. Work with diverse cultures as demonstrated through documented experiences.
  4. Addressing cultural resource issues of interest to Indian Tribes, NHOs, and Indigenous Peoples.
  5. Negotiating and interacting effectively with a broad range of individuals, including high level officials having varying degrees of knowledge regarding historic preservation.

If selected for this position, you will be extended a tentative offer of employment pending a satisfactory background check. Current Federal employees or individuals with an existing completed background investigation may not be required to undergo another background check; these will be handled on a case-by-case basis in coordination with the Bureau security office.
