This position is located within the Advisory Council on Historic Preservation (ACHP), Office of Policy and Legislative Affairs (OPLA). The incumbent addresses the impact of federal legislation and federal agency regulations, policy, and guidance on the timeliness, predictability, transparency, and accountability of environmental reviews and permitting of federal projects - particularly review under Section 106 of the National Historic Preservation Act (Section 106) - with principal focus on infrastructure projects considered "covered projects" under Title 41 of the Fixing America's Surface Transportation Act (FAST-41). The primary duties of the incumbent include:
At the full performance level GG-13 the major duties of this position include, but are not limited to the following:
1. Tracking, monitoring, and analyzing proposed legislation addressing environmental review and permitting of federal projects to identify provisions that could create obstacles or conflicts to effective agency compliance with Section 106, and providing recommendations when appropriate;
2. Tracking, monitoring, and analyzing proposed regulations or regulatory changes addressing environmental review and permitting of federal projects to identify provisions that could create obstacles or conflicts to effective agency compliance with Section 106, and providing recommendations when appropriate;
3. Participating in the development of ACHP advice and comments to Congress and federal agencies on proposed legislation, regulations, or regulatory changes that address environmental review and permitting of federal projects;
4. Providing technical assistance to federal agency staff on proposed and enacted agency policy, guidance, and programmatic review changes to promote effective agency compliance with the requirements of Section 106 during environmental review and permitting of federal projects (duty accomplished in collaboration with the Office of Federal Agency Programs and the Office of General Counsel);
5. Conducting research and formulating findings and recommendations on accelerating environmental review and permitting of federal projects; and
6. Participating in panels or working groups of federal agencies focused on accelerating environmental review and permitting of federal projects.
Salary:
The actual duty station will be negotiated upon selection. Salary will vary depending on duty station location.

Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience.
Specialized Experience:
To qualify for the GG-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is considered that which is in, or directly related to, the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This is defined as experience that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Reviewing and analyzing federal laws and the federal legislative process as they relate to historic preservation.
Participating in consultations under, or working on issues related to, Section 106 of the National Historic Preservation Act of 1966 (NHPA).
