The area of consideration for this position is all groups of qualified individuals within the Civil Service, Excepted Service, Senior Executive Service (SES) reinstatement eligible, and SES Candidate Development Program certified graduates with noncompetitive eligibility. Duties

Help

  • Plans, directs, controls, and supervises IT, data analysis, and other program staff.  Assists the IG, DIG, AIGs, and OIG Senior Leadership in setting the overall vision and roadmap for IT and data analysis capabilities to ensure OIG priorities and forecasted needs are supported and delivered.
  • Oversees the planning and execution of these activities to ensure goals and objectives are achieved in an effective and timely manner and that customer expectations are met. Responsible for OIG-wide IT policy development, budgeting and procurement, and data analysis-related matters.

  • Develops plans to provide all OIG components with IT and data analysis systems and support. This includes researching the methods and means, developing alternative approaches, ensuring security for data, and ensuring all significant IT capital investments are justified.
  • Develops, implements, and enforces security policies OIG-wide, and maintains constant awareness of evolving government-wide policies. Proactively scans the technology and OIG program landscape, stays abreast of trends, and serves as the strategic advisor/champion for multi-year change using technology across OIG programs and operations.

  • Engages with stakeholders across OIG to ensure immediate and long-term needs are assessed and incorporated into strategic plans, investment strategies, program evolution, and work processes. Chairs cross-functional working groups to provide governance across the program lifecycle for agency technology-related initiatives. Directs the development, dissemination, and maintenance of policies, plans, procedures, guidelines, and standards relating to areas of responsibility.
  • Ensures the OIG’s services meet applicable mandates and determines the impact of changes to the OIG’s services. The incumbent also reviews current legislation, directives, regulations, and guidance, to evaluate the impact on OIG programs and services. Incumbent serves as the senior “champion” within OIG for awareness of technology-related trends and impacts to OIG.

  • Establishes the policy and framework for IT security and implements it within OIG and represents OIG in Department committees and working groups involving data integrity, data governance, data, and technology records management, as well as other committees involving data security and enterprise architecture. 
  • Formulates strategies, develops plans and procedures, and implements training and professional development to meet OIG requirements regarding knowledge and skill in information technology and resources management.

  • Coordinates planning and implementation of data analysis and predictive analytics with cross-agency stakeholders, and crosscutting entities such as applicable bodies within the Council of Inspectors General on Integrity and Efficiency (CIGIE). Ensures OIG plans and acquisitions integrate with systems, i.e., that they will work together, and that systems, programs, and applications fully integrate throughout OIG headquarters, field offices, and with the Department.

This position is a drug-testing designated position subject to random testing for illegal drug use. Appointment will be subject to the applicant's completion and favorable adjudication of a background security investigation. The Ethics in Government Act, PL 95-521 requires the applicant selected for this position submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.

1. Demonstrated leadership experience in the successful management and oversight of a diverse portfolio of technology programs and operations critical to the mission of a Federal agency (or similar organization) with domestic and international locations. Must include 3 or more of the following: architecture, technology roadmaps, change management, data strategy and data management, digital records management, operations (including field functions), and cybersecurity.

2.  Demonstrated leadership and results from utilizing multi-year planning, strategic thinking, process re-engineering, organizational streamlining, and partnering with non-technology leaders to improve operations and customer service.
