Location is negotiable once selected. This is not a 100 percent telework position, nor is it a remote location position. Supervisors may require you to report to your duty station more than twice per pay period.

This position serves as a Senior Financial Auditor on an audit team that is responsible for providing oversight of the annual audits of Department of Veterans Affairs' Consolidated Financial Statements (CFS) performed by a contractor. The team also performs other audits, reviews, or projects or provides oversight of contractor(s) performing the same.

As an Auditor (Financial), you will:

  • Assist the Contracting Officer's Representative in overseeing the contracted financial statement audit by performing activities such as reviewing contractor deliverables for acceptance, including audit programs, audit documentation, and reports; coordinating work with department officials; documenting oversight work and conclusions; and providing support for contract administration.
  • Conduct a broad range of financial related audits and contract oversight assignments requiring integrated analysis of accounting controls, information, reports, and systems as well as management programs, systems and operations, while identifying the required oversight or audit coverage to accomplish objectives.
  • Complete portions of the CFS audit, or other audit projects, which may involve: new or controversial issues, require fluid or adaptable planning and execution in order to identify and report on needed changes in major programs; evaluate compliance with new legislation; and/or facilitate the resolution of long-standing problem areas of vital importance.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12grade level in the Federal service. Specialized experience for this position includes:
  • Monitoring the performance and effectiveness of financial statement audits and other related projects performed by a contractor; AND
  • Planning and conducting audits in accordance with professionally recognized audit principles or standards; AND
  • Communicating results or issues, justifying conclusions, and recommending courses of actions in both financial and performance audit environments; AND
  • Performing formal and informal briefings/presentations of a technical nature to high-level management to defend a position, or to gain support concerning financial and performance audits.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.

Education

To be qualified for this position, you must meet the basic educational and/or work experience requirements for financial auditing positions in the federal government. This includes:

A.) Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law; or

B.) Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education
