Duties

Help
  • Execute a broad range of pre-award and post-award contracting functions to include acquisition planning, negotiation, and contract administration.
  • Conduct market research and coordinate with the Deputy for Small Business to determine sources to be solicited.
  • Determine appropriate procurement strategy, conduct pre-proposal conferences, and address protests.
  • Evaluate proposals in accordance with source selection evaluation processes, conduct negotiations and prepare award documents, and conduct formal debriefings with unsuccessful offeror.
  • Prepare well written and concise documentation (Determination and Findings, Justification and Approvals, Award Determination) to support the procurement decision(s).
  • Work with District elements to assess requirements and provide technical advice with long-range and day-to-day procurement planning.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Temporary Duty (TDY) or business travel requirement of 20% of the time.
  • Incumbent must possess or obtain and maintain a valid state Driver's License.
  • Incumbent must obtain a Level III or higher Contracting Officer's Warrant as defined by the Army Warranting program within 6 months of initial start date.
  • A Financial Disclosure Statement, OGE Form 450 is required.
  • This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification assigned.
  • Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
  • Upon supervisory notification, the incumbent is required to obtain and maintain security clearance up to Top Secret/SCI Polygraph or lower depending on the security clearance requirement of the supported program and/or project.
  • If the security clearance requirement is Top Secret or higher, the incumbent will enroll in the Department of Army Drug-Free Federal Workplace Program.
  • This position is designated as high risk involving a Public Trust background investigation.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Contract Specialist:

Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

OR

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes (1) Performing Pre-/Post-award functions such as acquisition plans, contract negotiation or monitoring performance; (2) Preparing solicitations that communicate the Government's requirements to industry; (3) Evaluating responses to solicitations such as requests for information or offers; and (4) Resolving contracting issues following procedures, regulation, guidance or policies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12)
