The Program Analyst (Talent Management) works within the Business Division of the Veterans Crisis Line (VCL). The VCL is a 24-hour, 7-days-a-week, 365 days-a-year service aimed at connecting callers worldwide to a caring, qualified VA employee. The VCL's mission is to provide 24/7, world-class suicide prevention and crisis intervention services to Veterans, Service Members, and their family members.

This is NOT a Bargaining Unit Position.

Major Duties would typically include, but are not limited to:

  • Formulates and administers strategic human capital management plans, programs and goals. Executes initiatives/programs as part of the Agency's Human Capital Plan.
  • Reviews and evaluates VA and VHA regulatory policies and procedures relating to manpower requirement determinations, programming and budgeting, manpower allocation and documentation to develop a VCL human capital strategy, policy and guidance for managing programs.
  • Devises and recommends an integrated approach to human capital management, providing long-range human capital management program plans, goals, objectives, and milestones, which serve as the basis for substantive changes in the organization and administration of programs affecting employees.
  • Utilizes an in-depth knowledge of human capital legislative issues, regulations and policies to formulate short-range and long-range alternatives for identifying human resource constraints.
  • Ensures that programs reflect current technology, professional practices, and regulatory requirements.
  • Advises senior leaders on a wide array of human capital issues and other related projects and programs throughout VCL. Provides a proactive perspective, uncovering program challenges and bringing forth recommended human capital solutions.
  • Prepares analyses for ultimate use by other staff and policy-level officials and prepares and presents briefings to VCL leadership and working groups.
  • Provides training to leadership and management throughout program development and implementation and leads development of short- and long-term objectives.
  • Works with senior leadership to determine human capital needs through qualitative and quantitative evaluative methods and techniques, conducting detailed analysis of employment and demographic data, current and anticipated missions and programs, and changes in training methods and technology.
  • Utilizes a mastery of advanced concepts and techniques to conduct, justify, and defend significantly controversial studies.
  • Develops metrics to measure program success and takes appropriate action on areas of deficiency, including management direction to leadership and adjustment of the program plan.
  • Provides in-depth analysis of policy and determines direct impact on manpower programs.
  • Provides complex regulatory and policy interpretations in the context of broad, high-level policy mandates such as strategic objectives, outreach plans, and mission priorities.
  • Identifies required automation initiatives for tracking personnel resources, capabilities, utilization, work and program experience, and training accomplishments.
  • Plans, develops, and conducts business case analysis and internal review studies to identify and resolve problems, assess program compliance, and propose program and procedural changes having potentially significant mission impact.
  • Accomplishes a variety of high-level liaison, advisory, and consultant duties with VCL, SP, OMSHP and other VHA offices nationwide.
Work Schedule: Tour of Duty is typically Administrative Hours. Flexible Schedule may be available after training. VCL has multiple tours that cover our 24/7/365 operations (this does include Holidays). Tour is subject to change based on program needs.
Remote: This is a remote position. Selectees will work 100% of the time in a non-VA-owned space that may be within or outside the commuting area of the agency. The employee's workspace must be suitable for conducting business and as such, remote employees are expected to provide a secure, distraction-free home-based worksite with reliable high speed internet connectivity. The employee will be required to travel to the closest VA Medical Center or VA Outpatient Clinic for issuance of equipment, and as needed for technical support. Selectees will be required to self-certify that their remote workplace meets all safety, privacy, and internet speed requirements.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/30/2024.

TTIME-IN-GRADE-REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your Specialized Experience as described below:

SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: Mastery level knowledge and experience of program management and analysis and project management to achieve a high-functioning, diverse workforce, organizational relationships, missions, functions, programs, goals, objectives, major issues, administrative operations, and work processes; applying analytical and evaluative techniques and methods to manpower and human capital issues, studies and projects concerning administrative and staffing requirements; comprehensive studies associated with manpower management; developing and delivering presentations and briefings; written and oral communications to prepare and present findings and recommendations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

PHYSICAL REQUIREMENTS: Work is primarily sedentary. There is some walking, standing, bending, and carrying of light items such as books, papers, and files.

WORK ENVIRONMENT: Work is typically performed in an adequately lighted and climate-controlled office environment.
