The primary purpose of these positions is to serve as the MMIII Test technical subject matter expert providing technical leadership for the coordination, test, and assessment of MMIII ground and flight tests that have a direct impact on MMIII Key Performance Parameters (KPPs) - reliability, accuracy, availability, and hardness.

Employees will be part of a dynamic engineering team, working with Department of Defense (DoD) and industry leaders. Team members are expected to operate at a high-performance pace and develop and maintain a radical teaming-centric culture. These positions provide support for the ground-based leg of America's nuclear deterrence triad.

DUTIES:

  • Serve as the MMIII technical subject matter expert for assigned areas and advises on technical design, development, acquisition, test, and operational issues related to requirements, systems engineering, safety, and security.
  • Engage with local and geographically dispersed stakeholders including subject matter experts from across AFNWC, Air Force Global Strike Command, support contractors, etc., to ensure technical activities are successfully planned, coordinated, executed, and assessed.
  • Use and manage various software modeling tools to model the performance/capabilities of the MMIII Weapon System.
  • Actively use Systems Engineering principles and processes in support of multiple testing and assessment activities.
  • Communicate strategic vision, issues, and resolutions for the MMIII ground and flight with appropriate stakeholders.
  • Deliver the required support for MMIII operational tests, to include pre-briefings and post-analysis briefings.
  • Demonstrate ability to determine objectives, make sound risk-based decisions, set priorities, track multiple technical issues, and successfully accomplish organizational goals.
SKILLS:
  • Experience working with other Government organizations in areas such as acquisitions, engineering support, testing and evaluation, and/or system modeling is required.
  • Strong engineering background with at least 3 years of experience in test and evaluation of weapon systems with demonstrated expertise related to command-and-control testing, nuclear and environments testing, cyber systems testing, instrumentation, telemetry, and/or integrated systems testing is required.
  • Excellent communication skills, both written and verbal are highly preferred.
  • Familiarity with Intercontinental Ballistic Missile (ICBM) MMIII weapon system is desired.
  • Strong understanding of test/systems engineering processes/procedures is highly valued.

  • Employee must be able to obtain and maintain a Top-Secret security clearance and will be required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • Locations are not negotiable. The actual duty locations available may be located on the Air Force Civilian Service website.
  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
  • May requiring driving a motorized vehicle around the missile complex.
  • Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Engineering and Technical Management “Practitioner” certification category within required timeframe after appointment.

  • In accordance with the Ethics in Government Act, 1978, employee may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually
  • This position has been designated as an Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP).
  • The selectee must meet, or be capable of achieving the APDP certification as designated on the position description within the defined grace period for that certification level after assignment.
  • This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.

KNOWLEDGE, SKILLS AND ABILITIES:
  1. Knowledge of a wide range of multidisciplinary professional engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply advanced engineering theories, principles, and concepts to project development, execution, and advisory services.
  2. Knowledge of development engineering methodologies sufficient to apply experimental theories and/or new applications to issues and provide technical advice and direction in support of weapon systems, subsystems, and/or support equipment.
  3. Knowledge of systems engineering practices and procedures as they pertain to sustainment, modification, logistics, and production management principles, concepts, policies, and systems.
  4. Knowledge of the principles of planning and program management; of standard acquisition regulations, practices, and procedures; and of other engineering disciplines used in support of sustainment, modification, and maintenance programs.
  5. Ability to devise and evaluate criteria, parameters, characteristics, and interrelationships for design approaches; to assess the impact of new technology on current systems and processes; and to gather, assemble, and analyze facts, form conclusions, and devise and recommend solutions to problems.

Education

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
