Position 24-PI-PRGM-ANLST-JRT-SPLASH: Program Analyst: As a Program Analyst you will be responsible for planning and supporting activities necessary for the successful operation of the Postal Service Health Benefits (PSHB) Program and Federal Employees Health Benefits (FEHB) Program Plan Performance Assessment (PPA). The incumbent supports the end-to-end operation of the PPA which measures carrier performance through an assessment of performance on quality measures and contract management. This may include measure curation, scoring methodology, score calculation and verification, results interpretation, measure and methodology maintenance, results reporting, data visualization, trend analysis, best practices elucidation, and derivatives.
Duties include:
Researches and observes the process for selection and maintenance of measures evaluated in the PPA, including new measures, measure updates and retirements, prioritization, weighting, benchmark selection, scoring and analysis of results across the portfolio of FEHB, PSHB and FEDVIP plans.
Provides input to assigned selections of the annual plan review for all FEHB, PSHB and FEDVIP Carriers to validate or dispute scoring before final results are applied to allowable plan payment formulas.
Reviews the PPA to learn how to detect vulnerabilities in the measure set or methodology, as well as individual and systematic elements of noncompliance by carriers. Identify, describe, and recommend program revisions.
As part of a team, participates in drafting documents for senior analyst review. May include internal and external program documents, including but not limited to PPA Carrier Letters, Operations Manuals, Methodology Manual, reports, white papers, and trend analyses, as well as accreditation programs and patient safety.
Contributes information and research results to add to presentations and training modules on PPA processes for FEHB, PSHB and FEDVIP Carriers and HI staff.
Under the guidance of a senior analyst, participates in internal audit, reconciliation, and controls pertaining to the PPA.
Compiles best practices through PPA data analysis, literature review, or market research.
Participates in meetings with FEHB, PSHB and FEDVIP Contracting Officers and actuarial staff to support application of PPA scoring to final determination of applicable service charge (experience-rated plans) or performance adjustment (community-rated plans).
Observes and assists the process for reviewing and analyzing contracts and vendor relationships supporting PPA, including procurement, contractor evaluation, and exercising options.
Participates in the creation of PPA content for the OPM website, FEHB and PSHB brochure templates, and applicable consumer choice tools supporting Open Season.
Participates on the FEHB and PSHB PPA, and FEDVIP Workgroup cross functional teams.
Reviews and researches new developments and best practices in quality management, performance improvement, and accreditation.

Qualifications
For the GS-09 Grade Level: You must have at least one year of specialized experience which is equivalent in difficulty and complexity to the GS-07 grade level in the Federal Service (obtained in either the private or public sector) which demonstrates the following:
Reviewing and researching new developments and best practices in quality management and performance improvement;
Participating in drafting documents for senior analyst review; and
Contributing information and research results to add to presentations and training modules.

GRADUATE EDUCATION: A master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., in Healthcare Administration, Health Policy, Business Administration, Management or other related degree.

COMBINATION OF EDUCATION AND EXPERIENCE TO QUALIFY AT THIS LEVEL: You must have a combination of successfully completed post-high school education and experience may be used to meet total qualification requirements. To calculate, divide the number of semester hours earned (in excess of 18 semester hours) towards a graduate degree by 18. If your education is in quarter hours, convert to semester hours by multiplying the number of quarter hours earned by 2/3rds. Then divide the number of months of full-time experience by 12. If your experience was part-time, convert to full-time by dividing the number of hours worked per week by 40 then multiply by number of months. Add the two percentages. The total must equal at least 100 percent to qualify.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
