Duties

Help

The PA supports the Director and Deputy Director on National Center programming and operational requirements, such as internal processes development, and liaises with the Udall Foundation Communications Program Manager on National Center communications activities, such as report writing and case studies.

Reporting to the Director of the National Center, the PA supports National Center projects by working with Project and Program Managers on case management assessment, contracting, client and stakeholder communications, meeting planning, and logistics. Services often are complex and contentious, requiring independent thought and coordination.

Major Duties and Responsibilities:

  • Under the supervision of the Director, and the direction of Project or Program Managers, independently perform general information intake; support the management of the National Center's role in the contracting process for neutral 3rd party contractor selection; and support the management of neutral 3rd party contracts, often for multiple projects simultaneously.
  • With assistance and direction from Senior Program Associates, and often under the direction of Project or Program Managers, draft Scopes of Work (SOW) and prepare both routine and complex budgets for projects and programmatic efforts for review, editing, and approval by the Project or Program Managers. Budgets should reflect appropriate estimation of tasks, level of effort, timeliness, costs, and milestones.
  • Assist Project or Program Managers with case/conflict assessments by arranging interviews and summarizing the assessment interviews in order to draft findings and develop draft recommendations and reports.
  • Under the supervision of the Director, and the direction of Project or Program Managers, plan and facilitate small group discussions and caucuses as part of National Center projects.
  • Summarize meeting discussions succinctly and accurately and provide such summaries in a timely manner as directed after meetings.
  • Manage logistics for large and complex conflict resolution projects.
  • Accurately implement Federal Government and Udall Foundation policies related to records management, personnel policies, database management, and project administration requirements.
  • Draft communications to be transmitted to contractors and project participants about meeting schedules, results, and follow up steps on a regular basis.
  • Effectively lead and serve on internal and external teams.
  • Enforce appropriate internal controls and ensure that programs adhere to the laws, rules, regulations, and policies of the Federal Government and the Udall Foundation.
  • Foster a mission-focused culture that reflects the Udall Foundation's values of civility, integrity, consensus, public service, and nonpartisanship.
  • Perform other duties as assigned.
The PA reports to the Director of the National Center and participates in all aspects of National Center program activities. A significant (up to 25%) amount of travel may be required.

The PA position is equivalent to a GS-9 General Schedule position with a salary range beginning at $59,966, depending on experience and duty station.

A remote duty station is required for the position. Relocation expenses are not authorized. The position is eligible for situational telework in accordance with agency policy.

Qualifications

General Qualifications

  • Demonstrated experience successfully managing organizational, administrative, financial, or project coordination tasks in a timely manner, including demonstrated proficiency with databases, spreadsheets, research tools, and online collaboration tools.
  • Demonstrated flexibility and ability to work independently, while also being capable of working collaboratively with a team to develop and carry out an overall program.
  • Demonstrated ability and interest in taking initiative to learn about new topic areas.
  • Excellent collaborative interpersonal skills.
  • Ability to develop and track project budgets.
  • Demonstrated excellence in both oral and written communication.
  • A strong interest in facilitation, mediation, or environmental conflict resolution.
Technical Qualifications
  • A bachelor's degree, or equivalent professional experience, that includes at least two (2) years' academic or professional experience in a discipline related to environmental conflict resolution; for example:
    • environmental, natural and/or cultural resources, or land use law or policy,
    • Native American law or policy,
    • facilitation, mediation, or conflict resolution,
    • science, health, or planning related to public policy issues, or
    • public policy or public policy communications.

Education

Bachelor's degree or equivalent professional experience required.
