Help
  • Monitor contractor's performance for compliance with contract terms and conditions ensuring compliance with contract requirements.
  • Assure that requirements of law and regulations have been complied with and clearances and approvals have been obtained prior to signing contracts.
  • Explain Federal contracting procedures to potential suppliers and determines the most advantageous time to solicit bids for expanded competition.
  • Serve as a warranted Contracting Officer with limited signatory authority, for selected contractual requirements for supplies, equipment, construction, or services on behalf of the government.
  • Ensure appropriate funding, negotiate terms and conditions based on objectives obtained for purchase requests.

  • You must possess or be able to obtain and maintain a SECRET security clearance.
  • This position requires submission of a Financial Disclosure Statement OGE Form 450, pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position may have a Temporary Duty (TDY) or business travel requirement up to 25% of the time.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Certification within 24 months of entrance on duty in accordance with the DoDI 5000.66, change 3.

Basic Requirement for Contract Specialist at the GS-09, GS-11 and/or GS-12 grade level(s):
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. (Note: You must attach a copy of your transcripts.)
-OR-
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes (1) Providing pre or post-award for acquisition of services or supplies and (2) Utilizing contracting databases to award, document, and monitor contract action. Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. To Qualify at the GS-11 Level; in addition to meeting the basic requirement above.
Specialized Experience: One year of specialized experience which includes (1) Providing pre- or post-award for acquisition of services or supplies; (2) Monitoring contractor performance; and (3) Utilizing contracting databases to award, document, and monitor contract action. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Note: You must attach a copy of your transcripts.)

To Qualify at the GS-12 Level; in addition to meeting the basic requirement above.
Specialized Experience: One year of specialized experience which includes (1) Providing pre or post award functions to include negotiations and contract administration; (2) Monitoring contract performance for compliance with terms and conditions; and (3)Analyzing contract data to identify issues and recommend corrective action. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
