Summary

The Office of Management and Planning (OMP) provides financial, procurement, human resources, administrative, and information technology (IT) services support to the OIG staff. The OMP ensures state-of-the-art IT systems capabilities for the OIG, advises the Inspector General and OIG senior management on budget issues and human resources staffing matters, directs OIG internal management and support operations, and oversees development of and adherence to management policies and procedures.

As an Information Technology Specialist (Application Software) at the GS-2210-14 grade level, some of your typical work assignments may include, but are not limited to the following:

  • Ensures the rigorous application of information security/ information assurance policies, principles, and practices to the delivery of application software services.
  • Utilize a wide range of subject matter practices, laws, regulations, policies, and precedents and uses a range of analytical methods to identify, evaluate, and recommend appropriate solutions.
  • Provide written and oral communication techniques sufficient to develop and deliver briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations.
  • Evaluates new applications software technologies.
  • Determines and designs applications architecture.
  • Applications Software (APPSW) work involves the design, documentation, development, modification, testing, installation, implementation, and support of new or existing applications software.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.

  • This a remote position, the expected hours of work are covered by multiple time zones EST, CST, MST, and PST.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level.

  • Provides technical expertise in development and sustainment of cloud-based applications, capabilities, containerization, and core back end services.
  • Participates in communication with ITS managers and team members to assist in ensuring compliance with architecture standards and guidelines for secure coding and meeting all requirements for quality, security, and scalability.
  • Designs, develops, maintains, and integrates web applications, including OIG custom-developed such as ASP.Net, .NET Core, C#, HTML, jQuery, SQL, SharePoint, and SQL Server application server platforms in an object-oriented methodology.
  • Understands and has experience in the principles, methods, and tools for automating, developing, implementing, and administering database systems.
  • Guides and reviews strategies for the recovery of Applications and Data in the event of systems failure. Oversees recovery methodology for the systems in coordination with the overall disaster recovery plan.

  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Qualified NASA term employees who have term conversion eligibility (Term Appointments | NASA) under the NASA Flexibility Act of 2004 will be referred and considered equally with other NASA permanent employees under internal competitive placement procedures.

Salary will be determined based on the duty location after selection. The salary listed reflects the 2024 Washington-Baltimore-Arlington salary with 33.26% locality. Salary will be adjusted to meet the locality pay of the duty location upon selection.
