Duties

Help
  • Serve as the technical expert and senior advisor concerning the design, construction, operation and maintenance techniques of the BLM dam program assets.
  • Develop standard design requirements, Scopes of Work, and provide technical support for the contracting of dam design, retaining walls, earthen structures, and hydraulic structures.
  • Design and Construction projects may also include construction of new dams, repairs, replacements, installing instrumentation and other projects as needed.
  • Develops and maintains a BLM training curriculum for employee certification in dam inspection techniques, inundation mapping, inspection reports, cost estimates for dam repairs, and the use of reporting software systems.
  • Responsible for the development of the condition assessment criteria and the implementation of the program for monitoring, evaluating, and reporting conditions of BLM dam program assets.
  • Formulate new BLM budget, policy, directives, standards, and guidance, as necessary, relative to the operations and maintenance of dam program assets.
  • Ensure compliance and consistency with federal laws, regulations, and guidelines, policies, executive orders.
  • Lead project development teams that prepare the requirements for all dam asset projects, and prioritization of projects in the five-year plan.
  • Coordinate the integration of the BLM’s dam asset inventory within the existing Maximo database, and facilitate the BLM’s dam safety plan with other federal agencies, including the NID (National Inventory of Dams).
  • Participates in Dam Classifications, EAPs (Emergency Action Plans), Comprehensive Reviews (CRs), Screening Level Risk Assessments (SLRAs), inundation mapping on all high and significant hazard dams.

Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified:

1. License: The incumbent of this position must hold a professional engineering (PE) license to provide designs, recommendations, and technical support that safeguards life, health, and property.

2. The incumbent must have the FAC-COR credential or be able to obtain within 12 months of taking position. FAC-COR is Federal Acquisition Institute (FAI), Federal Acquisition Certification- Contracting Officer Representative

In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: Managing a dam safety program, including conducting inspections, managing inspection schedule, managing asset inventory, managing design and construction projects, classification and inundation mapping projects, Emergency Action Plans, conducting training on dam safety inspections, and preparing National Inventory of Dams (NID) data for submittal.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: The work requires some physical exertion, such as long periods of standing, or recurring and considerable walking, stooping, bending, crouching, and climbing such as in performing regular and periodic construction activities, field inspections, or to observe and study work operations in an industrial, storage, or comparable work area. Work may also include frequent lifting of moderately heavy items weighing less than 50 pounds, such as equipment and samples. The operation of a motor vehicle will be required in connection with assigned duties. Airline and occasional foot and boat travel are required.

Work Environment: Field work will consist of assessing dam program assets in remote locations. Both office work and travel require the incumbent to exercise all possible safety precautions.

Education

This position has a positive education requirement which requires:

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. B. Combination of education and experience -- Must include college engineering coursework in physical & mathematical science & experience in one of the branches of engineering, AND have one of the following: (1) a current professional engineer registration; (2) passed the Engineer-in-Training (EIT) exam or similar examination; (3) completed 60 semester hours of coursework specified above; (4) completed bachelor's degree in a related field AND have 1 year or more of professional engineering experience.
