Duties

Help

  • Assess program effectiveness or the improvement of complex program and management processes and systems encompassing difficult and diverse functions or that affect critical aspects of the major DHS programs. As an expert on long-range planning, recommends and participates in developing strategies for implementing planning for a major office or program. Recommends short-and long-range goals of the organization, develops detailed plans for implementing them, and oversees implementation of the goals in subordinate organizations. Determines if adjustments or changes in objectives or emphasis are needed in organization functions. Recommends organizational or process changes.
  • Plans, develops. implements, monitors long and short-range plans, policies, and programs in the direction of goals, objectives and priorities established by statutes, executive orders, etc. Plans organizes and directs team study or work; and persuades or negotiates effectively with management to accept and implement recommendations where the proposals involve substantial agency resources, require extensive changes in established procedures, or are in conflict with the desires of the activities under study.
  • Reviews past work histories and known future requirements and determines future resource requirements of the organization, budget and acquisition, estimating short-and long-range personnel, budgetary, space, and equipment needs. Recommends staffing patterns based on workloads and fiscal limitations. Predicts organization demands and recommends reallocation or augmentation of existing resources.
  • Determines the need for written policies and procedures. Conducts comprehensive evaluations of ongoing budget and acquisition functions to ensure that the organization meets its goals and identifies areas where operational efficiency can be enhanced. Reviews productivity in all areas, monitors problems areas, and oversees implementation of solutions that will eliminate them. Recommends actions necessary to maintain or improve the quality and quantity of operational services that involve the introduction or refinement of automation, reorganization of operating sections and units, reassignment of personnel.

  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.

Qualifications

Qualifications required:

  1. Attention to detail
  2. Assures efficient and effective operations.
  3. Budget and Acquisition experience
  4. COR III certification
  5. Experience achieving contractual requirements and program management objectives.
  6. Serve as a Budget Business Function Lead (BFL) or Subject-Matter Expert (SME) to leadership
  7. Contracting Officer's Representative (COR) on contracts, task orders, or other projects related to data science issues or initiatives.
  8. Assesses progress of contractors towards achieving goals; provides feedback to Contracting Officer and program office and leadership
  9. Inspect and accept completed work on behalf of the government.
  10. Assist the CO with completion of the performance evaluations of contractors.
  11. Review invoices and make recommendation to the CO for payment.
  12. Prepares status of funds reports for leadership.
  13. Ensures budget documents are managed and properly submitted in a timely manner.
  14. Implementing program execution and reporting, and financial management controls and briefing leadership.

If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

Selected applicants for a JDA are requested to fulfill the items below during the JDA:

  1. Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  2. Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
