Duties

Help
  • Execute the budget for assigned business areas and ancillary programs and ensure the appropriate funding source is used and funding requests are reasonable.
  • Serve as advisor to organizational leaders on budget objectives and financial planning; develop and review current/future-years spending plans and make necessary adjustments when changes in funding and priorities occur.
  • Brief management officials on budget spending plans, various scenarios, associated risks, and contingencies. Problem-solve and troubleshoot obligation and cost variances.
  • Ensure fund obligations and expenditures are in accordance with pertinent laws and regulations, such as the Appropriations Law.
  • Develop and provide technical advice and oversight of complex economic and budget models for use in long-range planning and forecasting of budget estimates for future years.
  • Utilize sound judgment to make decisions in relatively short time frames, often under extreme pressure to provide technical advice to Ames Research Center (ARC) leaders and to quickly complete budget documents.
  • Spearhead budget formulation and budget execution activities, to include interpreting the Planning, Programming, Budgeting, and Execution (PPBE) guidance according to Federal, Agency, and Center directives.
  • Create and/or recommend new strategies in area of expertise, analyzes internal operations, and reports on analytical findings.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:

  • Analyzing a wide range of financial-related program issues to assure an integrated approach within at least one of the following: evaluating and making recommendations for budget planning, policy implementation, or decision-making;
  • Executing all phases of budget formulation and execution activities for programs by reviewing and assessing historical financial data and trends; and
  • Interfacing with and making recommendations to management and implementing corrective actions to resolve budgetary discrepancies.
