Duties

Help

Internal Control Technical Advisor, Evaluation and Analysis

Evaluates complex systems on a continuous basis. Analyzes problems that are new or novel in nature and where there is necessity for reconciling diverse needs and viewpoints in arriving at a viable solution to complex problems.

Serves as technical expert for financial and management internal controls development, design and evaluation. Provides technical advice and expert analysis on various internal control matters by serving as the primary liaison for agency-wide/interagency internal control working groups.

Serves as the technical expert on generally accepted government auditing standards (GAGAS), the Government Accountability Office (GAO) Financial Audit Manual (FAM), OMB A-123 requirements for Management's Responsibility for Internal Control, Internal Controls over Financial Reporting (ICOFR), Charge Card Program requirements, Improper Payment Elimination and Recovery Improvement Act (IPERIA) and the Federal Financial Management Improvement Act (FFMIA).

Analyzes accounts, reports and procedural instructions within an extensive area and considers legislative and program background materials to identify appropriate methods and techniques for compliance.

Collaborates with IRMD team members, and AOC stakeholders to develop detailed, analytical risk assessment methodologies and develop quantitative and qualitative test procedures to test the effectiveness of internal controls and evaluates the design of management control systems.

Enterprise Risk Management (ERM) Program Support

Performs risk management functions related to the on-going evaluation of risk throughout the agency.

Supports the facilitation of AOC's ERM risk assessment. Actively promotes and participates in business unit and agency-wide activities to ensure effective and efficient implementation of the ERM program.

Contributes to an environment that is conducive to openly discussing risk at all staff levels throughout the Agency.

Data Management and Reporting

The incumbent assembles and assesses information gathered; formulates findings, conclusions and makes recommendations. Utilizes results and information gathered through analysis and evaluation to develop analytical decisions to support enhanced capabilities related to mission operations.

Analyzes resource challenges and provides advice and insight about the probable effects of alternative solutions to those problems by applying methods of analysis and evaluation.

Identifies, develops and directs the implementation of data-driven recommendations that enhance IRMD program initiatives to accomplish OCFO and agency-wide initiatives.

Provides OCFO management with requested information and explanations of technical reasons for action or policy and requirements of various applicable regulations and historical background and/or rationale for these requirements.

Audit Liaison Support

Serves as the liaison for tracking and reporting oversight activity associated with Office of Inspector General (OIG) and Government Accountability Office (GAO).

The incumbent must follow all relevant safety rules, regulations and standard operating procedures. Must utilize knowledge of and must comply with all OSHA safety rules and regulations to ensure that work progresses in a safe manner. Provides or receives training, either on the job or through classroom training, to ensure that all safety practices and equipment are fully utilized. Must ensure the use of any required Personal Protective Equipment (PPE), etc.

      • A person who is currently an officer or employee of the Government of the United States.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
 
Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the GS-13 grade level in the Federal service.

  • Specialized experienced for GS-14 position

    Experience conducting internal control evaluations to assess the efficiency and effectiveness of an agency’s control environment.

    Experience applying the Green Book principles of internal controls.

    Experience facilitating an ERM risk assessment of cross functional agency activities.

    Experience providing expert technical advice and recommendations to senior leadership on risk management activities.

Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the GS-12 grade level in the Federal service.

  • Specialized experienced for GS-13 position

     Experience conducting internal control evaluations to assess the efficiency and effectiveness of an agency’s control environment.

     Experience supporting the application of the Green Book principles of internal controls.

     Experience communicating (both orally and written) with senior leadership on risk management activities.
