The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Serve as advisor and consultant on a diverse spectrum within the Human Capital Directorate, with full technical responsibility/subject matter expert for agency wide personnel management program/project assignments;
  • Provide expert advice and assistance for resolution of novel, highly sensitive, and controversial issues and problems affecting individual cases and broader program classification and position management issues;
  • Analyze and evaluate current staffing situations including turnover, vacancies, and current recruitment strategies to identify and forecast staffing challenges and future mission demands; and
  • Design and conduct studies and analyses of Human Resources Programs.

Qualifications

You must meet the following requirements by the closing date of this announcement:

Specialized Experience:For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:

  • Applying guidelines and regulations to perform HR benefits, staffing, recruitment placement or classification work; AND
  • Communicating with stakeholders to share advisory information; AND
  • Participating in project teams that result in new processes to address Human Resources/Human Capital issues.
OR You may substitute education for general or specialized experience as follows: A Ph.D. or equivalent doctoral degree OR 3 years of progressively higher level graduate education leading to such a degree, or LL.M if related.

OR You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

Specialized Experience:For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:
  • Researching, interpreting, and applying guidelines and regulations on HR benefits, staffing and/or classification and position management and identifying areas of improvement; AND
  • Providing staffing and/or classification and position management authoritative advice and consultative services to stakeholders; AND
  • Participating in project teams or conducting studies that result in new processes, recommendations to management, input into workforce planning, or organizational design; AND
  • Maintaining data records of current workforce structure.
Specialized Experience:For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
  • Researching, interpreting, and applying guidelines and regulations on Human Resources (HR) benefits, staffing and/or classification and position management and identifying areas of improvement; AND
  • Establishing and/or updating classification and position management policies based on regulatory or authoritative guidance changes; AND
  • Establishing and maintaining a strategic approach to annual workforce planning by incorporating the business strategy and maintaining records of current workforce structures; AND
  • Providing staffing and/or classification and position management authoritative advice and consultative services to stakeholders; AND
  • Participating and leading project teams or conducting studies that result in new processes, recommendations to management, input into workforce planning, or organizational design.
Time-in-Grade - In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
  • For the GS-11, you must have been at the GS-09level for 52 weeks.
  • For the GS-12, you must have been at the GS-11level for 52 weeks.
  • For the GS-13, you must have been at the GS-12level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
