Help

The primary duties of this position are:

  • Serves as a Deputy Regional Director sharing in the responsibilities of the Regional Director in the management of assigned programs within the Interior Region 10: California-Great Basin.
  • Exercises strategic level supervisory and managerial control and direction over assigned programs.
  • Formulates and develops strategic objectives, and courses of action for the Region's work associated with hydro-electric power facilities, water resources, and the land and environmental resources management program.
  • Develops and implements innovative Regional policy consistent with the Regional Director's philosophies and Reclamation's priorities.
  • Represents and acts for the Regional Director in meetings, conferences, and interactions with representatives of State and Federal agencies, water users, contractors, landowners, media, and other local interests and the public.
  • Serves as the Region or Reclamation's representative to a wide range of committees and boards and makes commitments on behalf of the Region and Reclamation.
  • Leads the organization to ensure a workplace culture that is free of prohibited personnel practices, honors merit principles, while leveraging diversity; ensures and maintains a workplace culture where decisions are made without regard to race, color, religion, sex, age, national origin, or any other non-merit factor.
  • Serves as second level supervisor of employees engaged in professional, technical, and administrative work.

Candidates may apply to be considered for detail or temporary promotion. This is a temporary assignment and cannot be made permanent without further competition. To be eligible for a temporary promotion, applicants must meet the minimum qualifications requirements outlined below, to include Time-In-Grade restrictions. Applicants that do not meet the requirements for a temporary promotion may be detailed into this position with no change in pay grade.

Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees who have a break in service of less than 1 year, are required to meet the time-in-grade restriction of 1 year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). There is no specialized experience or time-in-grade requirement for applicants interested in the detail opportunity.

Supervisory Endorsement: Current Bureau of Reclamation employees must supply proof of current supervisory endorsement to be considered for this opportunity.

Qualifications

Applicants currently at the GS-14 level may apply to be temporarily promoted into this position. Candidates applying for temporary promotion may qualify on the basis of Specialized Experience.

  • Specialized Experience: The candidate's resume must describe specialized experience equivalent in difficulty and complexity to at least the GS-14 level in federal service demonstrating experience in a water resources or hydropower operations organization that provided management, oversight, and direction in a variety of professional, technical, and administrative fields; experience performing program management or professional engineering; natural resources or scientific work in support of the operation and maintenance of dams and hydropower facilities, water control systems, and associated facilities; experience in planning, design, construction, operation, or maintenance of complex and difficult civil works projects related to power and/or to the storage and conveyance of water such as canals, dams, pipelines, or tunnels; experience in managing or personally performing complex and difficult work on land and/or water issues that are inherent in overall program management of water resources projects; experience with project/program development, planning, and budgeting; formulation and execution of comprehensive plans covering water resource activities; maintaining contact and collaborative working relationships with state, federal, and local agencies in implementing water resources projects; providing counsel to higher organizational levels concerning sustainable water resources issues; ability to lead and supervise a multi-disciplinary staff.
