Summary

Serves as the Deputy Manager, Launch Services Program (LSP), at Kennedy Space Center. This position reports to the Manager, Launch Services Program (LSP). The Deputy Manager, Launch Services Program:

  • Along with the Manager, LSP, ensures execution of the LSP including implementing requirements and managing schedules and resources.
  • Implements associated activities identified in the guidelines in the LSP's Business Operating Success Strategies required for the planning and mission integration for Exploration Systems Development, Space Operations, Science, and Space Technology mission directorate missions.
  • Leads the implementation of NASA policy to perform government technical oversight of launch services provided by commercial launch service providers, consistent with the responsibility to ensure the highest practicable probability of mission success.
  • Implements risk mitigation consistent with the classification of each launch service. Reviews and approves all risks assigned to each mission. Renders decisions on risk closure, mitigation, and/or acceptance.
  • Serves as the senior program representative during the final phase of each launch campaign, ultimately resulting in a go/no go programmatic assessment on-console for launch.
  • Enables development of routine access to space by using commercial launch and payload processing providers for NASA missions. Makes selections/recommendations for launch services related acquisitions in support of NASA missions within the Planning, Programming, Budgeting and Evaluation budget.
  • Serves as the Expendable Launch Vehicle Integrated Support Performance Evaluation Chairperson, judging the contractor's performance evaluation throughout the period of performance.
  • Leads Contractor Performance Assessment Reporting Systems ratings process across all major commercial launch service providers. Produces cohesive reports that serve as discriminators in the selection of future launch service task order awards.
  • Strengthens coalitions across government agencies in procurement, manifesting, and technical areas for common launch vehicle fleets by representing and advocating for NASA missions at Government Launch Executive Board and Launch Schedule Review Board meetings with the United States Space Force and National Reconnaissance Office.
  • Serves as the primary interface to the Center on institutional issues affecting LSP.
  • Fosters and continually drives a culture of engagement, diversity, inclusiveness, excellence, and innovation within and outside of the organization and NASA.   • Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of pre-employment and random drug testing may be required.

Qualifications

You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.

To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately. If you fail to do so, your application will be rated ineligible. We recommend you provide two (2) examples of relevant experience for each ECQ. Responses to ALL ECQs must not exceed ten (10) pages; MTQ responses must not exceed one (1) page per MTQ. Please include your full name on all documents submitted.

MANDATORY TECHNICAL QUALIFICATIONS:

MTQ 1 - Demonstrated experience in program management including the acquisition, management, and execution of technically complex projects and programs using commercially procured launch services for science and other robotic missions.

MTQ 2 - Demonstrated experience in the management and oversight of mission integration, launch vehicle certifications, and launch operations activities for commercial launch services for a variety of robotic mission customers with variable risk classifications. This includes partnering with other government organizations (e.g. United States Space Force and the National Reconnaissance Office) and launch service contractor organizations.

Education

This position has a positive education requirement. To be eligible, you must clearly state in your resume the following: degree, major and/or minor, and college/university.

A bachelor's degree from an accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other field of science.
