The Supervisory Program Analyst:

  • Oversees large-scale projects that support the full lifecycle of knowledge or data management activities which include how information is created, stored, shared, and governed within an organization.
  • Facilitates the application of a combination of computational and machine learning methods to new or big data to identify new insights using next generation analytical tools.
  • Oversees data extraction by using computer programming without preset specifications.
  • Analyzes a variety of large data sources to provide data-driven insights and actionable recommendations.
  • Conducts statistical analysis to make informed projections, data driven decisions, and recommendations based on findings.
  • Develops strategic insights from large data sets.
  • Presents technical information to technical and nontechnical audiences.

The ideal candidate is a senior level professional with strong leadership skills and who can govern data as an enterprise asset across the data lifecycle focused on driving a culture shift to adopt and learn new technology and data management/analysis.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • FINANCIAL DISCLOSURE: The Ethics in Government Act of 1978 requires the applicant selected for this position to submit a Confidential Financial Disclosure Report (OGE Form 450) within 30 days of appointment and annually thereafter.
  • PCS/RELOCATION/RECRUITMENT:  Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • SUPERVISORY PROBATIONARY PERIOD: New supervisors must complete a 1-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

  • Experience isolating, identifying, and recommending data solutions to critical problems affecting organization Data Collection.
  • Experience planning, organizing, and developing strategies, as well as administering activities related to organization data collection and maintenance.
  • Experience overseeing large-scale projects that support the full lifecycle of data management activities which include how information is created, stored, shared, and governed within an organization.
  • Experience advising senior leadership of a Federal Government agency (or other entity) on data matters, and leading or supervising teams conducting work that requires an integrated analysis of data on different operational programs, functions, or systems.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.
  • Computer Skills - Uses computers, software applications, databases, and automated systems to accomplish work.
  • Data Management and Systems: Uses data management concepts, policies, and practices and implementing and managing solutions with awareness of emerging technologies and techniques in data science and analysis such as advanced analytics, machine learning, and cloud computing and ability to direct and implement advancements into organizational decision support systems and processes.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
