This position can be filled in ANY of the following VAOIG locations: Aurora, CO; Austin, TX; Baltimore, MD; Bay Pines, FL; Bedford, MA; Dallas, TX; Decatur, GA; Hines, IL; Kansas City, MO; Los Angeles, CA; Salt Lake City, UT; San Diego, CA; Seattle, WA; and Washington, DC. Location is negotiable once selected. This is not a 100 percent telework position, nor is it a remote location position. Supervisors may require you to report to your duty station more than twice per pay period.

The VA Office of Inspector General's Office of Audits and Evaluations (OAE) performs audits and inspections to help ensure that veterans receive the medical care and benefits to which they are entitled. OAE staff perform audits, evaluations, and inspections of VA programs, functions, and facilities to ensure the integrity of its programs and operations. OAE comprises four cohorts performing these reviews in health care; benefits; financial management and information technology; and acquisitions, contracting and construction. The reviews encompass program results, economy and efficiency, finance, fraud detection, and compliance. We report on current performance and accountability to foster good program management ensuring effective government operations. In addition, staff perform Congressionally mandated annual reviews of areas such as purchase cards and improper payments, and may also examine issues or allegations referred by VA employees, members of Congress, or other stakeholders.

As a Supervisory Auditor (Financial), you will:

  • Assist the Division Director in workload determinations, accomplishment of workload goals and objectives, and effective allocation of staff and other resources.
  • Manage and direct work on assigned projects; ensure that all work is performed in accordance with applicable requirements and standards including VA, OIG, and OAE requirements, the Government Auditing Standards, and Office of Management and Budget (OMB) bulletins that pertain to financial statement audits.
  • Plan and organize work to be accomplished by assigned staff, set priorities, and ensure that work schedules are implemented to complete projects in a timely manner.
  • Develops and implements appropriate project cost estimates and controls to ensure that all costs are appropriate and necessary to effectively complete assigned work, and ensure that effective project programs and plans are developed that establish the purpose, scope, and objectives of the projects.
  • Ensure that appropriate contacts are made with clients and other key officials, and that effective working relationships are maintained with these individuals, as well as with the contractor and other organizations within the OIG.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13grade level in the Federal service. Specialized experience for this position includes:
  • Managing and coordinating oversight of financial statement audits performed by a contractor or conducting other financial management, financial system, or financial audits/reviews; AND
  • Providing technical advice on financial and accounting issues; AND
  • Communicating project results and/or issues where there is disagreement, then justifying conclusions reached and recommending a course of action; AND
  • Performing briefings and presentations of a technical nature to defend a position or gain support from the audience, including contractors.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.

Education

To be qualified for this position, you must meet the basic educational and/or work experience requirements for professional financial auditing positions in the federal government. For this position these minimum requirements include:

A. Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law; OR

B. A combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining ; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
