Help
  • You will serve as a Foreign Affairs Specialist that provides subject matter expertise on the protection of U.S. information and technologies for USMC ground systems and equipment, and export control guidance for USMC related export licenses.
  • You will provide timely and concise decisions for the disclosure and/or release of United States Government Classified Military Information and Controlled Unclassified Information.
  • You will Develop Delegation of Disclosure Authority Letters and provide guidance to personnel making foreign disclosure decisions.
  • You will Coordinate with Headquarters Marine Corps and Navy International Program Office on Technology Transfer and Security Assistance Review Board requests, Exceptions to NDP-1 requests, and other requests requiring higher level approval.
  • You will serve as the Command focal point for USMC EC Programs to include but not limited to Export License Requests, Technical Assistance Agreements, Commodity Jurisdiction Requests, Voluntary Disclosures, and End-User Certificates.
  • You will serve as the Command lead for International Traffic in Arms Regulations waiver exemptions.
  • You will interface with organizations internal and external to the USMC to address and resolve import and export issues for the Command, USMC affiliated government organizations, and industry partners.
  • You will assist in developing Command TSFD policies, processes and procedures.
  • You will assist with developing and implementing education and training for the Command on USMC FD and EC Programs.
  • You will serve as a Foreign Disclosure (FD) and Export Control (EC) Analyst within the International Programs Office, Marine Corps Systems Command.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to obtain Security Cooperation Workforce Development Certification.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or NH-02 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leads, plans and organizes studies/projects. Develop detailed plans, goals and objectives for long-range implementation and program administration.

Education


Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess.

Applicants must possess a degree with a major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods;

OR

Possess a combination of education and experience: courses equivalent to a major, or a combination of related course totaling at least 24 semester hours, as shown above, plus appropriate experience or additional education;

OR

Have four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.

This position is covered by the Department of Defense Priority Placement Program.
