Duties

Help

You will be responsible for researching, developing, implementing and evaluating plans, standards, policies and procedures to enhance leadership and executive development in the Coast Guard (CG). You will also serve in an advisory role as consultant and technical advisor to senior management on leadership, support military and civilian leadership at the executive level, and have national level responsibility for executive leadership development program creation and execution for all CG Flag Officers and Senior Executive Service.  

Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:

  • Serving as program manager and directly responsible for the overall administrative management of the Executive Development Program (EDP); formulating and managing overall policies, plans, and programs as directed.
  • Advising on adequacy and advisability of proposed plans and programs; developing system prioritization policy which establishes methodology and process by which identified training and development resource requirements transit from conceptual ideas to tangible training and development resources available to senior executives.
  • Developing and conducting studies and evaluations of CG and Department of Defense / DHS operating entities' military and civilian leadership and professional development programs to recommend methods for improving policy, procedures, methods, and doctrine concerning the leadership training and professional development of CG members/employees.
  • Working individually and in partnership with managers and other specialists to develop, review and analyze a wide range of modified, new or proposed employee training and development policies, standards, and guides as they relate to the CG's leadership development program. 
  • Planning and coordinating the development of curricula for courses related to the CG's EDP; reviewing and evaluating leadership, mentoring, and professional development curricula for clarity, technical adequacy, educational adequacy, and accomplishment of objectives.
  • Developing short-term and long-term resource strategies for leadership and professional development programs in the CG in order to respond to new organizational initiatives and priorities, changing requirements and resource shortfalls.

Qualifications

To be considered at the GS-13 level: Applicant must have one year of specialized experience equivalent to at least the GS-12 grade level in the federal service. For this position, specialized experience includes managing leadership and professional development programs; conducting analyses, studies and surveys covering programs and operations; serving as a liaison for training and development; providing independent assessments of program performance; closely working with and advising Senior Executives and/or Flag Officers.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.   5. Skill in communicating orally and in writing to Agency leadership and other senior executives.
