This position is in the Consumer Financial Protection Bureau, Division of Consumer Response & Education Division(CRE). The incumbent is responsible for designing, implementing, and monitoring procurements in support of programs that advance the goals of the Bureau's program work to serve the public through CRE's operating budget. The position ensures that CRE contracts and contract requirements support the Bureau's strategic plans, mission, responsibilities, and priorities.

The following are the duties of this position at the CN-53, broadly equivalent to the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Foster partnerships with the Procurement Office and other internal Bureau stakeholders to ensure all contractors' business methods and operating procedures align with the needs of the CRE strategic plan and the core mission of the CFPB.
  • Manage contractual and procurement related work associated with CRE-funded programs.
  • Provide acquisition support by performing market research, develop acquisition, quality assurance and surveillance and source selection plans, review statements of work and independent government cost estimates and monitor the overall performance of all assigned CRE contracts.
  • Coordinate with the Procurement, Finance, and other key stakeholder offices and represents the CRE Division's views during a variety of pre-award and/or post-award procurement actions, as necessary.

  • Must be U.S. Citizen or U.S. National.
  • A one year probationary period may be required.
  • Public Trust - Background Investigation will be required.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience for the CN-53 level: To qualify at the CN-53 level, you must have one year of specialized experience at or equivalent to the CN-52 level in the Federal service (For qualification purposes, the CN-52 level is broadly equivalent to the GS-12 level).

Specialized Experience for this position is defined as:
- Serving as a Contracting Officer's Representative (COR) Level II; AND
- Monitoring the overall performance of contracts in accordance with contracting regulations, laws, methods and procedures; AND
- Leading the development and implementation of pre-award and post-award procurement actions; AND
- Leading acquisition support efforts with regard to the development and implementation of procurement strategies.

Specialized Experience for the CN-52 level: To qualify at the CN-52 level, you must have one year of specialized experience at or equivalent to the CN-51 level in the Federal service (For qualification purposes, the CN-51 level is broadly equivalent to the GS-11 level).

Specialized Experience for this position is defined as:
- Serving as a Contracting Officer's Representative (COR) Level II; AND
- Creating statements of work and monitoring performance under contracts in accordance with contracting regulations, laws and procedures; AND
- Reviewing and approving invoices and overseeing contract quality assurance; AND
- Planning procurement and acquisition strategies that meet organizational requirements.

CFPB uses an experience-based process to set pay for employees. Experience is evaluated and credited using the employee's résumé. Part-time experience will be credited pro-rata based on a 40-hour work week, while work of 32 hours or more will be rounded up to full-time experience. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
